Position Overview :

The Department of Healthcare and Family Services, Child Support Services (CSS) is seeking to hire a highly qualified and motivated professional to join our Collection & Asset Recovery (CARU) team in the role of Unit 2 supervisor. This position plans, directs, and evaluates the operations of the statewide Administrative Suspension and Administrative Family Financial Responsibility Driving Permit programs of the Collection & Asset Recovery Unit (CARU) within the Division of Child Support Services (CSS), identifying administrative problems and implements and directs solutions to identified problems.

The ideal candidate will have excellent mathematical, communication, organizational, and analytical skills to be successful in performing the operations of the Collection & Asset Recovery (CARU) Unit 2 team.

Essential Functions

  • Subject to management approval, serves as the Collection & Asset Recovery Unit 2 supervisor in planning, directing, and evaluating the operations of the statewide Administrative Suspension and Administrative Family Financial Responsibility Driving Permit programs of the Division of Child Support Services (CSS)
  • Serves as working supervisor
  • Identifies administrative problems and implements and directs solutions to identified problems
  • Develops and maintains cooperative working relationships with other state, local, and public agencies and with the Attorney General's Office, Secretary of State, and the legal community
  • Attends meetings and conferences with the supervisor, bureau chiefs, division administrator, and management staff in the Bureau of Fiscal Operations, the Office of Legislation, the Bureau of Application Development (BAD), and the Bureau of Administrative Hearings
  • Develops and directs special projects
  • Implements policies for responding to statewide inquiries
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
  • Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration
  • Requires three (3) years of responsible administrative experience in a public or business organization
  • Preferred Qualifications

  • Requires three (3) years administrative experience of state and federal policy as it relates to child support
  • Requires two (2) years of experience reading and interpreting statewide database systems, including complex financial screens
  • Requires two (2) years of experience working with confidential information to resolve Child Support case issues for clients
  • Requires two (2) years of professional experience communicating with customers both verbally and in writing
  • Requires two (2) years of supervisory experience
  • Specialized Skills

  • Requires three (3) years administrative experience of state and federal policy as it relates to child support
  • Requires two (2) years of experience reading and interpreting statewide database systems, including complex financial screens
  • Requires two (2) years of experience working with confidential information to resolve Child Support case issues for clients
  • Conditions of Employment

  • Requires the ability to pass a national background check prior to employment due to accessing confidential federal tax information
  • Requires the ability to utilize and maintain state issued equipment such as a laptop
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant / employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420 / 4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
