Position Overview

The Executive II within the Department of Corrections’ Contract Management Unit serves as the technical lead on organizing, planning and obligating a wide variety of programming and contractual agreements. The ideal candidate will help provide professional guidance, administrative oversight, and quality control reviews for staff engaged in the contracting process. The atmosphere is fast paced and evolving with the transformation in criminal justice. Essential Functions

Organizes, plans, drafts, controls and directs activities of completion of contracts and Contract Obligation Documents (COD).
Plans, drafts, controls, and directs the bidding and awarding of purchase and service contracts for the Concordia Complex.
Verifies that contracts, amendments and CODs are processed and filed to ensure statewide compliance with the Illinois Procurement Code, Comptroller statutes, CMS rules and regulations and Shared Services internal directives.
Serves as a liaison with Office of Comptroller, Central Management Services, Shared Services staff, other state agencies and with the agency field staff on contracting and obligation related issues, including but not limited to, the original drafting and preparation of multi-agency documents to achieve compliance with all Center requirements.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Specialized Skills

Of the two (2) years required, requires two (2) years of administrative oversight of contractual agreements or business processes in a public or business organization and direct procurement experience in a public or business organization.

Requires working knowledge of State SAP and SAMS accounting systems.

Requires working knowledge of state procurement laws, regulations, procedures, and processes.

Requires working knowledge of the functions of State government and of the character of relationships between the executive branch with the other branches, and between the State and high and lower levels of government.

Minimum Qualifications

Requires knowledge, skill and mental development equivalent to completion of four (4) years of college preferably with courses in business or public administration.

Requires two (2) years of responsible administrative experience in a public or business organization.

Preferred Qualifications

Prefers at least three (3) years of finance administration experience.

Prefers at least two (2) years of work experience in a public safety or similar like organization.

Prefers at least three (3) years of functional and / or supervisory experience overseeing three or more staff.

Prefers at least two (2) years of experience in drafting contractual language.

Prefers at least two (2) years of experience in contract review and evaluation.

Prefers at least two (2) years of experience utilizing independent research skills such as introducing a new procedure to improve efficiency in the amount of time processing procurement documents.

Prefers at least two (2) years of experience demonstrating strong ability to present technical and high-level concepts and solutions to internal and external team members with varying degrees of technical knowledge.

Conditions of Employment

Requires ability to pass the IDOC / IDJJ background check.

Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of the position held, is prohibited.
