This position serves as the Discovery Project Lead, supporting DoIT / IDoR. The position is responsible for developing and maintaining communication with outside agencies, vendor groups and Section Manager to obtain information on program data requirements related to major project implementations of new data sources to the system, new audit, and collection programs, and testing of collection and auditing initiatives and directives. In addition, you will perform highly responsible functions coordinating and assisting with the direction of Revenue application planning standards and procedures for use by all staff in the Section and serves as a project / team leader for application development projects of a highly complex nature affecting the Integrated Tax Systems. Essential Functions

  • Under administrative direction, serves as the Discovery Project Lead for the Department of Innovation and Technology (DoIT), supporting the Illinois Department of Revenue (IDoR), providing technical assistance, advice, and guidance in the highly complex program aspects of the GenTax Integrated Tax System.
  • Develops and maintains communication with outside agencies, vendor groups and Section Manager to obtain information on program data requirements related to major project implementations of new data sources to the system, new audit and collection programs, and testing of collection and auditing initiatives and directives.
  • Performs highly responsible functions coordinating and assisting with the direction of IDoR application planning standards and procedures for use by all staff in the Section.
  • Serves as a project team leader for application development projects of a highly complex nature affecting the Integrated Tax Systems.
  • Keeps abreast of new developments in the information technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
  • Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to four (4) years college with course work in management information systems, data processing, telecommunications or directly related fields.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing or telecommunications in a public or business organization.
  • Specialized Skills

  • Requires three (3) years of professional experience providing technical assistance, advice, and guidance in the highly complex program aspects of IT systems.
  • Requires three (3) years of professional experience in application development, data management systems, and business process / system analysis and design.
  • Requires three (3) years of professional experience in programming and developing code utilizing Microsoft SQL, SQL coding or VB.Net.
  • Preferred Qualifications

  • Three (3) years of professional experience providing technical assistance, advice, and guidance in the highly complex program aspects of IT systems.
  • Three (3) years of professional experience in application development, data management systems, and business process / system analysis and design.
  • Three (3) years of professional experience in programming and developing code utilizing Microsoft SQL, SQL coding or VB.Net.
  • Three (3) years of professional experience conducting extensive research and studies of application development projects.
  • Three (3) years of professional experience as a project lead or project coordinator for application development projects.
  • Three (3) years of experience of the various parts of the functions contained in the Audit, Collections, Interfaces and Discovery portions of the GenTax Integrated Tax System.
  • Extensive knowledge of application planning standards and procedures.
  • Ability to analyze data logically and make recommendations based on analysis.
  • Ability to manipulate and format various electronic file and data formats.
  • Developed verbal and written communication skills to present technical information to others with clarity and precision.
