Position Overview

The Illinois Department of Corrections is looking for a professional Business Manager in its Fiscal Department. The Business Manager serves as a liaison among Purchasing, Contract Management, and Sourcing Units. Key duties include facilitating communication and procurement processes, following up on Shared Services projects, providing technical assistance for Small Business waivers, and gathering information for staff. The role also involves managing procurements, including reviewing bid specifications, preparing bids, and maintaining procurement records. This individual will serve as a working supervisor, help ensure the quality of goods and services, respond to fiscal inquiries, and manage audits and information requests. Essential Functions

  • Serves as primary liaison between the Purchasing, Contract Management and Sourcing Units to ensure communication, documentation, and procurement procedures and processes are being shared between the three units.
  • Serves as working supervisor.
  • Reviews and prepares procurements.
  • Manages the maintenance of Purchasing unit procurement files, records, and documentation.
  • Works in conjunction with Contract Management and Sourcing staff to verify contract monitoring reports submitted by field staff.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with a major in business administration or a related field.
  • Requires two (2) years professional business experience such as might be obtained as a Business Administrative Specialist; or successful completion of a training course approved by the agency.
  • Preferred Qualifications

  • Prefers at least three (3) years of professional experience applying purchasing principles to the Procurement areas.
  • Prefers at least two (2) years of professional experience serving as a supervisor over staff.
  • Prefers at least three (3) years of professional experience interpreting procurement laws and applying them to purchasing.
  • Prefers at least two (2) years of professional experience implementing processes and procedures to comply with cost saving measures
  • Prefers at least three (3) years of professional experience preparing bid packages.
  • Prefers at least two (2) years of professional experience developing, updating, and maintain forms.
  • Prefers at least two (2) years of professional experience verifying contracts.
  • Conditions of Employment

  • Requires ability to pass the IDOC / IDJJ background check.
  • Requires the ability to pass a drug screen. The use of unauthorized drugs, regardless of the position held, is prohibited.
