Position Overview
The Illinois Environmental Protection Agency (EPA), Bureau of Land (BOL), Federal Site Remediation Section, Environmental Protection Specialist IV (Working Supervisor). This position will serve as a working supervisor of professional staff engaged in pollution control or pollution abatement programs in the field or office setting or serves as a staff member of consulting agency personnel on complex or difficult problems or studies which have program or policy impact. The successful candidate will have experience independently working on studies which have several unknowns and require advanced knowledge and/or experience to complete.

Essential Functions
- Serves as Working Supervisor, to the technical and professional staff in Unit B of the Federal Site Remediation Section (FSRS), in the Bureau of Land (BOL) Division of Remediation Management (DRM).
- Serves as a Technical Expert conducting, coordinating, advising management, and mentoring staff on complex technical and scientific reviews and evaluations.
- Prepares, coordinates, advises management, and mentors staff on complex technical and scientific scopes of work (SOW), work plans and cost estimates for CERCLA investigations, feasibility studies, decision documents, design, and construction projects.
- Conducts, coordinates, advises management, and mentors staff about negotiation of enforcement orders, decrees, and agreements for Remedial Investigation/Feasibility Study (RI/FS) and Remedial Design/Remedial Action (RD/RA) activities.
- Serves as Federal Site Remediation Section (FSRS) subject matter expert.
- Performs other duties as required or assigned, which are reasonably within the scope of duties.
Specialized Skills
- Of the four years of required experience, requires (4) four years of experience in the interpretation and applying of State and Federal laws, rules, and regulations.
- Required (4) four years experience in administering the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), The Illinois Environmental Protection Act (The Act) and their associated rules.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to the completion of four years college with coursework in the physical, life, or environmental sciences, engineering, or geology.
- Requires four years of professional experience in the field of environmental protection or a related field.
Preferred Qualifications
- Prefers at least (4) four years of experience in the interpretation and applying of State and Federal laws, rules, and regulations.
- Prefers at least (4) four years experience in administering the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), The Illinois Environmental Protection Act (The Act) and their associated rules.
- Prefers at least (4) four years experience in administering environmental policies.
- Prefers at least (4) four years’ experience in public and business administration, principles, and practices.
- Prefers at least (4) four years’ experience in environmental programs and service objectives, activities, and operational systems.
- Prefers at least (4) four years of experience consulting with and advising members of public and private organizations concerning the application of standards and procedures to design, construct, operate and maintain facilities and systems for the control of environmental conditions.
- Prefers ability to analyze and interpret complex and extensive scientific data relating to facilities, installations, equipment, and environmental control systems and processes.
- Prefers the ability to supervise a sub-unit of a technical activity within the assigned program.
- Prefers the ability to develop, install and evaluate new and revised methods, procedures, and performance standards.
Conditions of Employment
- Requires a valid driver’s license and the ability to travel, with overnight stays as appropriate.
- Requires ability to participate in the medical monitoring program.
- Requires ability to pass a physical examination, which is intended to determine whether a person can wear respiratory protection and function in high heat stress situations while wearing chemical protective clothing.
- Requires ability to carry and utilize a self-contained breathing apparatus (weighing approximately 25 pounds) or other form of respiratory protection.
- Requires ability to wear chemical resistant clothing in high heat stress situations while performing strenuous physical tasks (e.g. carrying equipment up a steep ravine at a temperature up to 100F).
- Requires ability to lift heavy equipment (e.g. 45 pounds).
- Requires ability of hiking, climbing, wading in streams, or getting in/out of boats or swimming in emergency situations to get to sites (as required by OSHA 29 CFR 1910.120).
- Required to take (within 90 days of employment) and maintain working knowledge of (8-hour annual refresher) and/or certification to ensure position is up to date with laws, rules, and regulations to maintain compliance with IL Department of Labor Occupational Safety Regulations: 40-hour OSHA training.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
- Requires the ability to pass a name-based background check.
