This position serves as the Fiber Plant Operations Supervisor responsible for the oversight and management of the State’s fiber optic infrastructure. In this role you will be responsible for planning, executing, and maintaining fiber optic networks ensuring timely and cost-effective completion of projects. In addition, you will collaborate with network engineers and customers to define project requirements and oversee the work of contractors and technicians. This supervisory position plays a crucial role in managing staff, including assigning tasks, providing training, and conducting performance evaluations. The successful candidate will be responsible for ensuring compliance with industry standards and company policies as well as addressing any issues or problems that arise during the installation or maintenance process. Essential Functions

  • Subject to management approval, serves as the Fiber Plant Operations Supervisor for the Department of Innovation & Technology (DoIT) managing, directing, coordinating, tracking, monitoring, and controlling all fiber installations project work activities with internal and external resources to meet deadlines accurately and within budget.
  • Develops and manages project plans and schedules to establish deadlines for completion of construction activities.
  • Serves as full-line supervisor.
  • Reviews and approves fiber test results, Geographic Information System (GIS) files, and as-built documents upon project completion to ensure accuracy.
  • Establishes procedures for ongoing fiber maintenance and repair.
  • Keeps abreast of new developments in the telecommunications field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunications or directly related fields.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing, or telecommunications in a public or business organization.

Preferred Qualifications

  • Three (3) years of professional experience installing and conducting maintenance of fiber optics.
  • Three (3) years of professional experience overseeing fiber optic construction projects from planning through execution, including budgeting, scheduling, and resource allocation.
  • Three (3) years of professional experience supervising a group of IT professionals or leading projects in an IT environment.
  • Three (3) years of professional experience utilizing GIS to analyze potential fiber optic routes and new installation sites.
  • Ability to analyze administrative problems and adopt an effective course of action.
  • Ability to analyze and diagnose system issues and coordinate efforts to resolve.
  • Ability to develop and maintain cooperative working relationships.
  • Demonstrated verbal and written communication skills.

  • Requires the ability to lift and carry objects or equipment weighing up to 50 pounds. This is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
  • Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
  • Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine. Requires appropriate, valid driver’s license and the ability to travel in performance of duties.
  • Requires the ability to serve in an on-call capacity.
  • Requires the ability to work overtime including scheduled, unscheduled, short notice, evenings, weekends, and holidays.
