Position Overview

Under general direction, as a function administrator, organizes, plans, executes, controls, and evaluates the operation the grantmaking and procurement process for grantees providing services throughout the state.  Assists in the preparation, examination, reconciliation and analysis of financial documentation and procedures.  Manages and coordinates communication with grantees, vendors, applicants and interested parties in matters related to grantmaking, contracting, and budgeting.  Utilizes reports from the statewide social service program grantees to identify and provide or arrange for any needed technical assistance to grantees and to track the utilization of the Bureau’s programs’ slots, capacity, enrollment, staffing vacancies and total of families / children served and associated outcomes.  Answers questions both written and orally and acts as spokesperson for the program. Travels in the performance of duties. The Division of Early Childhood is one of six divisions within the Illinois Department of Human Services. Essential Functions

  • Organizes, plans, executes, controls, and evaluates the operation the grantmaking and procurement process for grantees providing services throughout the state.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires two (2) years responsible administrative experience in a public or business organization .
  • Specialized Skills

  • Of the two (2) years required experience, requires two (2) years experience in administering grantmaking through GATA and Notice of Funding Opportunities utilizing grantmaking systems such as the CSA and the CAAF Tracker.
  • Preferred Qualifications

  • Two (2) years experience in administering grantmaking through GATA and Notice of Funding Opportunities utilizing grantmaking systems such as the CSA and the CAAF Tracker.
  • Two (2) years experience assisting in the preparation, examination, reconciliation and / or analysis of financial documentation and procedures.
  • Two (2) years experience in approving budgets, monitoring expenditures and / or approving Financial Reports.
  • Two (2) years of professional experience thinking independently with strong organizational, interpersonal, problem solving, and leadership skills.
  • Two (2) years of professional experience utilizing critical thinking skills while multi-tasking multiple projects.
  • One (1) year of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling, training staff, approving time off, and preparing and signing performance evaluations.
  • Conditions of Employment

  • Requires a valid driver’s license.
  • Requires the ability to travel with overnight stays.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430 / 5-45 apply to this position.
