Position Overview

The Division of Developmental Disabilities is seeking to hire a Human Resources Specialist for the Choate Center located in Anna, Illinois to provide direction, advice, guidance and counsel relative to personnel administration rules, personnel rules, classification plans, insurance, retirement, upward mobility and other personnel administrative actions and the application of Personnel Code. Serves in a journey-level professional capacity performing complex, specialized professional duties in human resources administration activities. Maintains current confidential information and provides direction regarding DHS policies, facility policies and legislative mandates relative to Personnel requirements and standards. Serves as designated lead worker. Identifies the need to establish new position classifications. Conducts special studies and projects.

Essential Functions

  • Administers and enforces the State of Illinois Personnel Code, the Personnel Rules and Pay Plan of Central Management Services.
  • Initiates and completes the hiring process for all positions at the facility including initiation of the PAR (Personnel Action Request), compiling bid records, and selecting candidates following contract language, Personnel Rules and Pay Plan.
  • Serves as lead worker.
  • Serves in a journey-level professional capacity performing complex, specialized professional duties in human resources administrative activities.
  • Identifies the need to establish new position classifications.
  • Interprets and implements changes to collective bargaining agreements associated with pay plan, personnel rules and department administrative directives.
  • Directs the facility’s employee performance evaluation program and personnel processes related to employment of staff, promotions, suspension, discharges, etc.
  • Provides orientation to new employees inclusive of form completion and mandatory state and local policies and procedures.
  • Attends Central Management Services (CMS) and Department of Human Services (DHS) personnel training on personnel transactions, insurance benefit changes and application, deferred compensation changes and application, retirement benefit changes and applications.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires two (2) years of professional human resources experience.

Preferred Qualifications

  • Two (2) years of professional experience working with human resources rules, regulations and procedures.
  • Two (2) years of professional personnel experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism.
  • Two (2) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
  • One (1) year of professional experience communicating with both internal and external stakeholders daily ensuring detailed and critical analysis of work performed.
  • One (1) year of supervisory experience and/or lead worker experience including assigning work, providing guidance to subordinates and training staff.
  • One (1) year of professional experience administering an employee benefit program pursuant to rules, regulations and other applicable laws.
  • One (1) year of experience in the use of office equipment, including personal computers and basic computer skills.

  • Requires the ability to travel in the performance of job duties.
  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
