Position Overview
This position is accountable for developing and enhancing the department’s intranet portal and content management system which is currently Microsoft SharePoint (SharePoint). This includes the development of system architecture, design, and solution implementation for SharePoint system environments in support of the department’s business initiatives.

Essential Functions
- Develops and enhances the department’s content management system to include the development of system architecture, design, and solution implementation for the current SharePoint system environments.
- Collaborates with lead test and quality assurance teams during the development and implementation of enterprise solutions and integrates BI technologies with the department’s content management system including Power BI, dashboards, KPIs, and Excel Services.
- Implements solutions in both current and future content management system environments and directly supports the Microsoft 365 platform while committing to the standardization, innovation, timeliness, and effectiveness of departmental technology initiatives.
- Designs, develops, and implements systems that maximize the department’s utilization of resources to assure timely and effective completion of departmental objectives.
- Utilizes the department’s content management and storage system including SharePoint and Microsoft technology resources to facilitate the strategic IT objectives of the department in an efficient and cost-effective manner.
- Uses existing technology resources and develops new technology applications to effectively address user demands while focusing on departmental priorities and goals and utilizing the available resources to their maximum potential.
- Implements all phases of the SDLC and is familiar with different delivery models such as DevOps, Agile, and Waterfall.
- Deploys packages for the department’s content management system including SharePoint On-premise and SharePoint Online and develops Microsoft .NET Framework architectural models.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor's degree majoring in computer information systems, computer networking, database management, or business plus three years of experience with development of system architecture, design, and solution implementation for content management and repository environments, OR Eleven years of experience with development of system architecture, design, and solution implementation for content management and repository environments.
Preferred Qualifications
- Experience with analyzing client needs to deliver solutions, technology architecture design, and support of other IT functions.
- Experience building technical solutions and team mentoring.
- Experience with IT service business and architecture disciplines in the SharePoint and other Microsoft technology spaces and integrating BI technologies with SharePoint.
- Experience with Web Content Management design, search configuration, and customization and optimization of computer systems.
- Experience with providing end to end business solutions and adaptability to changing requirements, schedules, and priorities.
- Experience with industry standards and frameworks and third-party tools.
- Experience and working knowledge of SharePoint Migrations to cloud or SharePoint On-premises software and leveraging migration tools.
- Working knowledge of infrastructure and application security technologies and approaches.
