Essential Functions

Under general direction, serves as a PC Applications Developer for the Department of Innovation & Technology (DoIT), supporting the Illinois Department of Revenue (DoR), performing difficult and specialized professional applications programming.

Assists and confers with users to determine needed changes and enhancements by performing analyses of client needs and objectives.

Serves as project leader for hardware and software deployments and installations by determining and coordinating project components such as project scheduling and assignments.

Assists higher-level analysts with scheduled and remedial maintenance to application services by reviewing history of processed jobs and responds appropriately to any abnormal completion status.

Keeps abreast of new developments in the Information Technology (IT) field by continuing education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and maintain current on IT products, vendors, techniques, and procedures.

Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to four (4) years college with course work in computer science, or directly related fields.

Requires one (1) year of professional experience in Application Services, or a related Information Technology field.

Specialized Skills

Requires one (1) year of professional application development experience utilizing object-oriented languages such as C#, VB.NET, or other .NET programming language within Microsoft Visual Studio.

Requires one (1) year of professional application development experience utilizing relational databases DB2 or Microsoft SQL Server.

Requires one (1) year of professional application development and end-user application support in a large IT organizational structure.

Requires one (1) year of professional experience serving as project leader for small to medium projects in application services or a similar IT related field.

Preferred Qualifications

One (1) year of professional experience utilizing object-oriented languages such as C#, VB.NET, or other .NET programming language within Microsoft Visual Studio.

One (1) year of professional experience utilizing relational databases DB2 or Microsoft SQL Server.

One (1) year of professional IT support experience in a large IT organizational structure.

One (1) year of professional experience serving as project leader for small to medium projects in application services or a similar IT related field.

One (1) year of professional experience providing technical assistance to lower-level staff on new or revised systems.

One (1) year of professional experience assisting higher-level analysts in scheduled and remedial maintenance to application services.

Ability to coordinate the work of associates to achieve desired results.

Ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature.

Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.

Developed verbal and written communication skills to present information to others with clarity and precision.
