This position is responsible for interpreting statutes and regulations, formulating Department policy, and providing guidance to taxpayers, practitioners, and other stakeholders. Essential Functions
- Under general direction, responds to inquiries from taxpayers, their representatives, attorneys, officials, tax practitioners, accountants, and others, through written correspondence, personal, and telephone contact regarding application of the various Illinois sales and excise tax acts, regulations, court decisions, and precedents.
- Participates directly as a technical expert on whose advice key decision-makers rely in formulating administrative policies that interpret and apply Illinois sales and excise tax acts, legislation, rules, and judicial decisions.
- Assists supervisor in preparing legal documents for filing with the Secretary of State and Joint Committee on Administrative Rules relative to rulemaking activities initiated by Legal Services.
- Participates in drafting and reviewing IDOR's tax forms and correspondence, bulletins, and associated documents, including internet publications.
- Serves on project teams throughout the agency for the purpose of rendering legal advice interpreting the various tax acts, Federal tax laws, rules and regulations, and judicial decisions.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires graduation from a recognized law school.
- Requires possession of a valid license to practice law in Illinois.
Preferred Qualifications
- One (1) year of experience working with common law and state and federal laws, particularly relating to administrative and regulatory functions.
- One (1) year of experience reviewing, drafting, revising, and analyzing legislation and state agency rulemaking.
- One (1) year of experience working in the field of law with which primarily concerned, i.e., Illinois Tax Law.
- One (1) year of experience analyzing, appraising, and organizing facts, evidence and precedents concerning difficult and complex cases and in presenting such material in clear and logical form for oral or written presentation, as briefs, orders, reports or decisions.
- One (1) year of experience working with principles of administration and management, including organization, controls and techniques used in dealing with management and procedural problems.
- One (1) year of experience planning, coordinating, and reviewing work relating to complicated legal problems.
Conditions of Employment
- Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate.
