Position overview:


The Department of Healthcare and Family Services, Division of Medical Programs, Bureau of Behavioral Health is seeking to hire a highly qualified and motivated professional to join our Unit in the role of Executive II-Program and Contract Compliance. This position will organize, plan, evaluate and direct Federal/State Compliance activities to ensure conformity with Federal and State laws and regulations, review required contract documents to ensure compliance with procurement code, and manages and directs ongoing communication on behalf of the Division of Medical Programs and Contractors to ensure alignment of program goals and contractual requirements.

The ideal candidate will have excellent communication, organizational and analytical skills to be successful in performing the operations of the Bureau of Behavioral Health and assist the Division in achieving their mission to provide services youths and families with behavioral health needs.

Essential Functions

  • Under general direction, serves as Program and Contract Compliance Monitor by organizing, planning, evaluating, and directing Federal/State Compliance activities to ensure conformity with Federal and State laws and regulations
  • Reviews required contract documents, including but not limited to Procurement Business Case (PBC), Request for Proposal (RFP), Decision Memorandums, contracts amendments and renewals to ensure compliance with Procurement Code
  • Manages and directs ongoing communication on behalf of the Division of Medical Programs and contractors to ensure alignment of program goals and contractual requirements
  • Serves as a working supervisor
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration
  • Requires two (2) years of responsible administrative experience in a public or business organization

Specialized Skills

  • One (1) year of experience working with State procurement rules and regulations and contract monitoring
  • Two (2) years of experience creating spreadsheets with formulas, creating graphs, and developing PowerPoint presentations

Preferred Qualifications

  • Minimum of one (1) year of experience working with procurement rules and regulations and contract monitoring for a public or private organization or government entity
  • Minimum of two (2) years of experience creating spreadsheets with formulas, creating graphs, and developing PowerPoint presentations
  • Minimum of two (2) years of experience utilizing Microsoft Teams and OneDrive to organize projects, communicate, and share documents
  • Minimum of two (2) years of experience developing and maintaining working relationships with governmental entities
  • Minimum of two (2) years of professional experience developing training materials
  • Minimum of two (2) years of professional experience working in a behavioral health program
  • Minimum of two (2) years of professional experience working with the functions of government and of the character of relationships between the executive branch with the other branches, and between the State and higher and lower levels of government
  • Minimum of two (2) years of experience analyzing administrative problems and adopt an effective course of action
  • Minimum of two (2) years of professional experience exercising judgment and discretion in developing, implementing, and interpreting policies and procedures for a public or private organization

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history
  • Requires the ability to utilize and maintain state issued equipment such as a laptop
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
