Position Overview

The Illinois Department of Natural Resources is seeking to hire a Program Manager for The Office of Realty and Capital Planning. This position will: meet with site or program personnel to assess the need for proposed projects, discuss parameters, scope of work, cost, and specifics with USACE personnel to determine feasibility of project; approve/deny projects, monitor and oversee project implementation to ensure project is completed within parameters established; serve as spokesperson for the agency and on behalf of the Director in regard to projects proposed by the USACE (occasional travel to attend in-person USACE meetings and site visits are required); exercise authority to commit and bind the agency to a plan of action; and coordinate project proposals with various state agencies (Illinois Environmental Protection Agency, Illinois Department of Agriculture, Illinois Department of Transportation), members of the legislature and local units of government, and representatives from various other adjoining states. The Office of Realty and Capital Planning is responsible for a variety of review, grant, acquisition, coordination and support functions through its three divisions, the Division of Ecosystems and Environment, the Division of Realty and Planning, and the Division of Concession and Lease Management. Essential Functions

  • Under general direction, as statewide federal projects program manager, develops and implements policies and procedures for proposals, approval/ denial, implementation, and review of projects related to navigation, flood risk management and environmental restoration authorized by the Water Resources Reform and Development Act (WRRDA) and implemented by the US Army Corps of Engineers (USACE) and site staff.
  • Establishes short and long-term plans and develops federal project budget and submits to the Department's Office of Fiscal Management.
  • Serves as manager for disaster recovery efforts working with the Federal Emergency Management Agency (FEMA), Illinois Emergency Management Agency (IEMA) and IDNR sites.
  • Serves as full-line supervisor.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college preferably with courses in business or public administration
  • Requires three years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Two years of coursework in land use planning, engineering, or project management.
  • Familiarity with the Water Resources Reform and Development Act, the Army Corps of Engineers, and Federal Emergency Management Agency regulations.
  • Two years of experience working on federal program management, funding, and cost accounting.
  • Two years of experience working with state finances and appropriation processes.
  • Familiarity with federal and state environment protection and resource conservation statutes and regulations.

Division Statement

Office of Realty and Capital Planning

The Office of Realty & Capital Planning (ORCP) incorporates a wide variety of functions for the Department by providing support services through short and long-range planning, realty and land acquisition, engineering, design and project management, concession and lease management, and regulatory elements including environmental and cultural assessments and consultations related to capital improvements. The ORCP manages the Capital budget development, coordination with Governor’s Office of Management & Budget (GOMB), and the Capital Development Board (CDB) on capital funding and project execution. The ORCP also acts as the primary contact with the US Army Corps of Engineers (COE) for all activities occurring between the agencies and coordinates all post-disaster reconstruction management at IDNR sites. The ORCP functions through three divisions: the Division of Statewide Operations; the Division of Field Operations; and the Division of Real Estate Services & Consultation.
