Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to serve as Public Health Program Specialist 2. Under direction, serves as a grant monitor providing oversight, agency monitoring and reviews of quarterly report submissions and monthly reimbursements. Provides leadership in planning, implementation, evaluation and maintaining quality assurance for federal and state prevention grants and grantees providing counseling and testing, biomedical interventions and other high impact prevention activities.  Performs quality assurance reviews of HIV Counseling and Testing contractors and sub-contractors.

Essential Functions

  • Serves as a coordinator for Human Immunodeficiency Virus (HIV) post-diagnosis services and Partner services providing oversight, provider monitoring, service documentation review, and corrective feedback.
  • Provides leadership to the Prevention Unit in planning, implementation, evaluation and maintaining quality assurance for federal and state prevention grants and grantees providing counseling and testing, biomedical interventions and other high impact prevention activities.
  • Performs quality assurance reviews for HIV post-diagnosis services and Partner Services.
  • Provides leadership and technical consultation and direction for HIV Prevention service providers that provide HIV counseling and prevention services regarding HIV testing policies, procedures, methods, and protocol.
  • Monitors and prepares responses to request for information about HIV Counseling and Testing services.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
  • Minimum Qualifications

  • Required knowledge, skill, and mental development equivalent to completion of four (4) years college with courses in health education, physical and biological sciences.
  • Requires two (2) years professional experience in a health education or investigation program in the public or private sector.
  • Preferred Qualifications

  • One (1) year experience working in an Sexually Transmitted Disease (STD) or HIV prevention program.
  • One (1) year experience working with protected health information.
  • One (1) year professional experience working with databases written in Microsoft Access.
  • Two (2) years’ experience working with Microsoft Word and Excel.
  • College coursework in public health, human sexuality or behavioral health.
