Position Statement:
The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is seeking to hire a REAC Applications Specialist (Nuclear Safety Information System Specialist I). This position performs essential GIS data management functions and deploys visual data products for the Agency’s Radiological Emergency Assessment Center (REAC), combining the use of GIS platforms with nuclear safety principles in support of statewide radiological response programs. This individual will collaborate with multiple stakeholders to provide mapping products, which play a critical role in emergency response planning, training, and radiological exercises including nuclear power plant reactor accidents. Essential Functions

  • Supports Office of Nuclear Safety (ONS) programs by serving as the Geographic Information System (GIS) Applications Specialist responsible for creating, integrating, and maintaining geodatabase information deployable within a GIS framework.
  • Performs data acquisition and processing from various sources such as agency stakeholders, external databases, and commercial sector partners.
  • Responsible for troubleshooting issues related to GIS and other mapping applications, conducts system and data quality checks, manages database backups, diagnoses problems, resolves database errors, and assists in resolving user issues when accessing visual products.
  • Assists in the implementation of assessment center programs which advance emergency response readiness by maintaining position specific procedures and serviceability of applications and equipment, such as displays and other peripherals essential to visual representation of data.
  • Coordinates with Agency divisions to establish working relationships and garner consensus through communication of REAC geospatial data requirements, visual support, and implementation procedures.
  • Performs duties of assigned team position as a member of the Radiological Task Force and remains available for callback during radiological and nuclear emergencies.
  • Performs other duties as required or assigned that are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires a bachelor’s degree in engineering, health physics, or a physical science with at least three (3) courses in computer science, or a bachelor’s degree in computer science with major coursework in mathematics, engineering, or the physical sciences, or a combination of education/experience equivalent to the above requirements. Three (3) years of experience in scientific data processing may be substituted for the computer science coursework; and three (3) years of experience in the nuclear industry may be substituted for the science coursework.

Preferred Qualifications

  • One (1) year of relevant experience working with geographical information system technology and software applications, including the creation of maps using GIS products.
  • One (1) year of experience with research methods and techniques used to gather geodata for assigned projects.
  • One (1) year of experience troubleshooting performance and accuracy issues with spatial data and applications.
  • One (1) year of experience working with end users to identify GIS requirements, technical issues, and training needs.
  • One (1) year of experience authoring and publishing data layers with intuitive fields, scale dependency, and symbology.
  • One (1) year of experience working in a role involving hazardous material response, and/or monitoring of or response to radiological releases to the environment.
  • One (1) year of experience utilizing engineer architect drawing tools such as AutoCAD.

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends. This also requires the ability to work in a 24 hour ‘on call’ capacity.
  • This position is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
  • Requires a criminal history check through the Illinois State Police.
  • Requires ability to use state-supplied equipment, such as cell phone, laptop, etc.
