Position Overview

This position will be in the Office of Policy, Planning and Statistics in the Deputy Director's Office Planning and Assessment Section. The Section Chief oversees the State Health Assessment (SHA) and State Health Improvement Plan (SHIP) development, implementation, monitoring, and evaluation and will coordinate all aspects of SHA/SHIP including overseeing needs assessment, planning, and health status and demographic analysis activities. This position will work with outside consultants and SHA/SHIP Partnership which is made up public health stakeholders across the state.

Essential Functions

  • Using independent judgment plans, directs and coordinates the activities of the Planning and Assessment Section.
  • Plans, directs and coordinates the activities of the State Health Improvement Plan (SHIP) and State Health Assessment (SHA).
  • Serves as working supervisor.
  • Plans and executes the accurate and timely development of major Department reports particularly related to surveillance, planning, policy, vital statistics, and population projections for health care and other services.
  • Evaluates, develops and recommends Department policies and procedures.
  • Develops and utilizes effective communication with state and federal health agencies in an effort to exchange technical knowledge that should be standardized for effectively executing local and statewide program goals.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • A master’s degree in a field related to health planning, public policy, social work, community organization or health education with course work in health planning, community organization, biostatistics, health research methods, epidemiology and policy development.
  • Experience in interpreting and analyzing health data, developing health planning documents, working with state and community groups in developing and implementing local and state health plans.
  • Working knowledge of local health department certification rules and Assessment Protocol for Excellence in Public Health.
  • One to two years experience with Microsoft Office Software, Outlook Email, Word, & Excel spreadsheet.
