Position Overview

The Office Human Resources (OHR) is seeking to hire a position to service as the Coordinator of the Statewide Garnishment/Database Management Unit in the OHR Bureau of Payroll and Benefits. This position serves as supervisor of staff involved in processing and paying garnishments of wages for Department of Human Services (DHS) employees in all areas of the Department; plans, organizes, evaluates and oversees the DHS response to court decrees mandating garnishments of employee wages; receives and reviews documentation; oversees processing of deductions; serves as primary point of contact for employees, attorneys, State Disbursement Units, court officials, creditors, the Comptroller’s Office and general public with respect to garnishments, levies, bankruptcies, state-owed payments, child support payments and voluntary deductions to address debts; explains and interprets state and federal withholding statutes and requirement; serves as the OHR Data Base Manger; establishes and maintains data bases of personnel, payroll and timekeeping records and transactions; downloads updates to the DHS Data Warehouse; and prepares data reports using various software applications on employee workforce demographics in response to Freedom of Information Act (FOIA) requests, Office of Executive Inspector General (OEIG) investigations, state mandates, Civil Affairs and Labor Relations requests, legislative requests and special projects.

Essential Functions

  • Serves as Coordinator of the Statewide Garnishment/Database Management Unit; coordinates the personal services management system for the Department of Human Services (DHS); downloads current payroll/timekeeping data from the DHS Data Warehouse and reconciles against personal services management system and Central Management Services (CMS) records; ensures the addition, change, and deletion of positions for assigned areas are properly recorded and accurate.
  • Compiles data and information required to process employee wage summons, bankruptcy, child support and other garnishments for all DHS divisions and section.
  • Serves as primary point of contact with attorneys, courts, bankruptcy trustees, employees, recipients, the Comptroller’s Office, collection agencies and DHS Fiscal Services regarding garnishments procedures, processing and activities.
  • Serves as working supervisor of the Statewide Garnishments/Data Base Management Unit; assigns and reviews work; provides training and guidance to staff on garnishment, bankruptcy and child support statutes and procedures; establishes performance goals; provides input for employee performance evaluations; approves time off and counsel staff; ensures staff meet day-to-day operating needs.
  • Serves as the Office of Human Resources (OHR) Resource Access Control Facility (RACF) coordinator for access to the DHS Payroll and Timekeeping system.
  • Receives, reviews and oversees distribution of warrants issued as a result of wage deductions, state-owed payments, child support payments, levies, etc.
  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
  • Requires one (1) year of responsible administrative experience in a public or business organization, OR completion of an agency approved professional management training program.

Specialized Skills

  • One (1) year professional experience utilizing a governmental payroll system for the purpose of processing employee wage summons, bankruptcy, levies, child support and other garnishments, such as the Department of Human Services payroll system and/or the central payroll system for a large organization.

Preferred Qualifications

  • One (1) year professional experience utilizing a governmental payroll system for the purpose of processing employee wage summons, bankruptcy, levies, child support and other garnishments, such as the Department of Human Services payroll system and/or the central payroll system for a large organization.
  • Two (2) years of professional experience working with attorneys, courts, bankruptcy trustees, employees, recipients, the Comptroller’s Office, collection agencies and governmental Fiscal staff regarding garnishment procedures, processing and activities.
  • Two (2) years of professional experience working with State issued warrants such as receipt, distribution, redeposit, cancellation, and reissuance of said warrants.
  • Two (2) years of professional experience working with a payroll and/or timekeeping system such as the Department of Human Services Payroll and timekeeping system or another large organization system.
  • Two (2) years of professional experience communicating in oral and written form with both internal and external stakeholders relative to garnishment/child support/bankruptcy/wage summons processing, policies, and procedures for a public or private organization.
  • Two (2) years of professional experience utilizing software such as Excel and Word for business purposes inside a public or private organization.

Work Hours: Mon - Fri, 8:30am - 5:00pm; 1-hour unpaid lunch
