Position Overview

Under general direction, serves as a Substance Use Disorder Clinical Expert by providing clinical expertise in the performance of complex technical tasks in relation to the implementation of the monitoring process for the purpose of licensure, certification, and contract compliance of substance use providers. Implements monitoring process for the purpose of review of licensure and certification of substance abuse agencies. Liaises with other Substance Use Prevention and Recovery (SUPR) staff to maintain detailed information and clinical expertise on licensed/certified community agencies. Travels in the performance of duties.

Essential Functions

  • Serves as Substance Use Disorder Clinical Expert by providing clinical expertise in the performance of complex technical tasks in relation to the design and implementation of the monitoring process for the purpose of licensure, certification, and contract compliance of substance abuse providers.
  • Contacts assigned organizations to schedule compliance reviews (e.g., virtual, onsite visits) in compliance with strict regulatory timelines for initiation and compliance with monitoring processing.
  • Conducts monitoring of licensed/certified organizations providing substance use disorder treatment and intervention services to assess the degree of compliance with licensure/certification rules, state and federal regulations and funding requirements.
  • Prepares reports regarding the degree of compliance with rules, regulations, and requirements.
  • Liaises with other Division of Substance Use Prevention and Recovery (SUPR) staff to maintain detailed information on licensed/certified community agencies with licensure unit.
  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of master's degree.
  • Requires one (1) year of progressively responsible professional experience in community organization, social service work or in program planning and development.

Specialized Skills

  • Of the one (1) year of experience, requires one (1) year of experience in licensure/certification activities or substance use treatment delivery within a substance use disorder intervention and/or treatment program.

Preferred Qualifications

  • One (1) year of professional experience in licensure/certification activities.
  • One (1) year of professional experience delivering substance use disorder treatment services within a substance use disorder treatment program.
  • Three (3) years of professional experience utilizing a personal computer and working with Microsoft Word, Excel, WebEx, OneDrive, and Outlook.
  • Three (3) years of professional experience utilizing proven, strong analytical, writing and communication skills.
  • One (1) year of professional experience utilizing policies and procedures for a public or private organization.
  • Three (3) years of professional experience working with the structure, organization, and methods of social welfare institutions.

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires one of the following professional credentials or certifications: Certified Alcohol and Drug Counselor from the Illinois Certification Board (ICB); or licensed professional counselor; or licensed clinical professional counselor pursuant to the Professional Counselor and Professional Clinical Counselor Licensing Act (225 ILCS 107); or licensed as a psychologist pursuant to the Clinical Psychology Practice Act (225 ILCS 15); or a licensed social worker or licensed clinical social worker pursuant to the Clinical Social Work and Social Work Practice Act (225 ILCS 20).
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered nonState employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such nonState employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
