POSITION SUMMARY :
Under the direct supervision of the Deputy Inspector General or Deputy Inspector General and Chief of Chicago or Springfield Investigative Division, serves as Supervising Investigator (SI). The incumbent is responsible for managing subordinate staff in the timely, accurate, and thorough performance of investigative functions in compliance with applicable laws, rules, and policies. Responsible for the development of investigative strategies and the application of relevant policies and procedures. Directs subordinate investigators to achieve optimal productivity, quality, consistency, timeliness, accuracy, and the appropriate prioritization of work. Ensures that investigative and other reports are well-written, accurate, concise, thorough , and timely through the careful review and editing of own and subordinates’ work. This position involves working with information of an extremely sensitive and confidential nature associated with investigations and legal proceedings.
DUTIES & RESPONSIBILITIES :
Manages subordinate staff and sets priorities to achieve optimal productivity, quality, consistency, timeliness, accuracy, and prioritization of assignments. Conducts regular team and individual staff meetings to communicate agency directives, objectives, and expectations.Assists with and reviews subordinates’ investigative activities, including preparing for and conducting interviews and debriefing afterwards, and collecting, analyzing, and interpreting information, documentation, and physical evidence, to make informed determinations about the direction of investigations. Requests additional research, information, documentation, or investigative work, as required, to guide investigations to completion.Reviews and edits reports documenting investigative activities of subordinates to ensure they are well-written, accurate, concise, thorough, and drafted in a timely manner.Reviews investigative files on an ongoing basis to ensure they are organized, accurate, and comply with agency processes.Directs subordinate staff in the resolution of issues that arise during investigations.Collaborates with investigators, other supervisors, and legal staff on an ongoing basis to reassess investigative plans and strategies, and ensure the timely completion of comprehensive investigations with sound results.Conducts complex, sensitive, or time sensitive investigations as the primary investigator as needed.Reviews and provides input on summary reports in order to ensure that they are complete, accurate, and comport with governing laws, rules, and office policies.Facilitates hiring, training, performance evaluations, professional development, and disciplinary actions for all subordinate staff. Ensures timely compliance of staff with all OEIG personnel policies and practices.Manages the use of vehicles and other equipment used by the investigative team.Reviews and provides input on operational reports (e.g., performance metrics, overage reports, investigative status reports, etc.) as needed.Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.ABILITIES & SKILLS :

SUBORDINATE POSITIONS :
Investigators, Investigative Assistants, and / or Investigative Interns
MINIMUM QUALIFICATIONS :
a bachelor’s degree; or an associate degree and two years of professional progressively challenging investigative experience; or four years of professional progressively challenging investigative experience;minimum of four years of professional investigative experience in a public or private organization; andadvanced knowledge of and experience applying investigative techniques, practices, and concepts.PREFERRED QUALIFICATIONS :
prior progressive supervisory experience, preferably in an inspector general office, investigative entity, law enforcement, or a related field;
experience leading or conducting training of investigative techniques, practices, and concepts;bachelor’s degree in law, criminal justice, law enforcement, accounting, auditing, public or business administration;advanced degree in a field related to investigations or law enforcement;extensive professional investigative experience in the areas of fraud, waste, abuse, malfeasance, or misfeasance;experience leading complex interviews or depositions and conducting extensive document review and analysis;proficiency writing and editing detailed reports that are accurate, concise, and free from spelling and grammatical errors; anddemonstrated knowledge of Microsoft Office Suite (Excel, Word, Outlook, PowerPoint).JOB STATUS :
Full-time, FLSA exempt. This position is exempt from the provisions of the State of Illinois Personnel Code.
