Under general supervision by the Warden, plans, directs, administers, and evaluates the various treatment and rehabilitation programs of the North Central Correctional Facility, which includes counseling, rehabilitative and cognitive treatment programs, education, vocational, workforce development, religion, and volunteer services.Ensures all institutional and DOC policies and procedures, as well as education, state, federal, and local laws are followed in doing so.Liaison with the Iowa Central Community College regarding administration of educational monies, the development and use of curriculum, and the evaluation of educational programming.Serves as on-site supervisor of the college instructors and assigns staff to the various educational programs.Coordinates the religious programming within the institution by providing on-site supervision of the chaplain and religious leaders who come on grounds to lead worship services. Assists in the development of religious activities and services. Develops and monitors contracts for religious programs.Provides oversight of the volunteer program to ensure that only suitable individuals are selected to come into the facility to administer approved self-help programs to the inmate population. This includes coordination with and oversight of community partners and contractors approved to provide services within the facility.Supervises the counselors and psychology staff to ensure that the inmate population is receiving treatment services. Conducts formal and informal reviews of the various treatment programs, makes assessments of program activities, and initiates and implements changes to more effectively provide treatment services to inmates and ensure that rehabilitative programs are available and effective.Manages, coordinates, and evaluates student internships with colleges and universities. Plans, coordinates, and maintains data on public programs, inmate panels, and tours of the institution.Supervises the facility's records department to ensure that information is accurately reflected in an inmate's digital and paper files. Conducts reviews and coordinates training with records staff to ensure DOC policy and procedures are followed correctly regarding court orders, sentencing, time computation, and release checklists.Supervises the facility re-entry coordinator to ensure inmates are provided appropriate resources for release preparation as they transition from the DOC to the community. Conducts reviews and coordinates training to ensure DOC policy and procedures are followed correctly regarding DOC re-entry philosophy.Provides oversight for the facility mail operations ensuring DOC policy and procedures are followed.Participates in the management of the facility as a member of the management team to ensure the institution is operated in a professional, efficient, and effective manner in accordance with appropriate laws and policies.Serves as an active member of the management team by participating in discussions of institution operation, including budget and the monitoring of expenditures, problem discussion and resolution, staff and inmate discipline, the development and monitoring of institutional goals and objectives, and the development of policies and procedures.Participates as a member of the Training Committee in planning the facility training program and conducts training for institution and departmental staff. Represents the facility at Department level meetings and assists in the development of applicable policies and procedures for the Department.Conducts monthly staff meetings with treatment staff. Conducts rounds of the institution and institution inspections as required.Works with the Department of Corrections and other outside agencies in planning and developing programs and research plans.Supervises and evaluates subordinate staff assigned to the various treatment departments and those contractors and volunteers who provide rehabilitative treatment services to assure effective use of personnel and funding resources.Develops employee work performance plans; supervises and evaluates the work of subordinate staff, and recommends personnel actions related to selection, discipline, and performance. Administers work schedules and assignments and deals with employee concerns in a timely manner on an informal or formal basis. Reviews applicable reports as submitted by staff. Complies with Affirmative Action / Equal Employment Opportunity standards in hiring and promoting staff; includes the principles of affirmative action in evaluation plans. Keeps abreast of provisions in collective bargaining agreements relating to subordinate employee's rights and responsibilities and responds to employee grievances.Serves as chairperson of various committees dealing with inmate classification, release, adjustment, and grievances. Acts as chair of the classification committee in the development of inmate program recommendations, minimum out custody, off grounds work, furloughs, transfers, and recommendations for reconsideration of sentence to the courts. Heads the pre-parole committee which makes recommendations to the Iowa Board of Parole regarding parole and work release for inmates. Participates in weekly segregation reviews in conjunction with the Security Director to facilitate classification decisions regarding programming, custody, and transfer recommendations for individuals facing disciplinary action. Represents NCCF on the weekly Mental Health Bed Utilization Review Committee in matters relating to the placement of inmates with mental health / special needs.Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification : Graduation from an accredited four-year college or university, and experience equal to five years of full-time guidance and counseling work in juvenile or adult community / institutional corrections or jail security program, two of which were in a supervisory or managerial capacity.All of the following (a, b, and c) : Three years of full-time guidance and counseling work in juvenile or adult community / institutional corrections or jail security program, two of which were in a supervisory or managerial capacity;A total of two years of education and / or full-time experience (as described in number one), where twenty-four semester hours of accredited graduate-level college or university course work in guidance or counseling equals one year of full-time experience.A total of four years of education and / or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.Current, continuous experience in the state executive branch that includes twelve months of full-time work as a Treatment Services Director or six months of full-time work as a Community Corrections Supervisor.For additional information, please click on this link to view the job description.
