The Iowa Department of Health and Human Services (HHS), Division of Family Well-Being and Protection, Bureau of EIS (Early Childhood Services) is seeking a EIS Technical Assistance Coordinator to join our team!
The HHS, Division of Family Well-Being and Protection, Early Intervention & Support is seeking a Community Health Consultant to provide leadership for the Early Childhood Iowa (ECI) program. This position will build state and local partnerships to promote a comprehensive system of early care, health, and education for Iowa. In addition, the position will be responsible for developing, managing, and continuously improving all major components of ECI systems work including strategic plan implementation, capacity building, and program sustainability strategies.
Typical hours will be Monday-Friday 8:00 AM – 4:30 PM with travel as needed.
Duties
As a leader for the ECI program, lead efforts to build a comprehensive system of early care, health and education for Iowa, the position will carry out duties in the following areas under the direction of the Early Childhood Services Bureau Chief:

Selectives
095 Child Development (or Early Childhood)
6 months’ experience, 12 semester hours, or a combination of both. Experience should be in the direct care or the overseeing of others who provide direct care to children.
OR
535 Public Health
6 months’ experience, 12 semester hours, or a combination of both related to improving, maintaining, and protecting the general condition of health within society, either on a personal, institutional, organizational, or community basis. Experience may be gained from direct provision of health care or from other ancillary programs and support mechanisms such as government public health departments.
Minimum Qualification Requirements
Graduation from an accredited college or university with major coursework in nursing, a human services or health-oriented field, or education, or nutrition and three years of professional experience in these areas;
OR
Masters degree in nursing, public health or science, a human services or health-oriented field, or education, may be substituted for one year of the required experience;
OR
certification as a paramedic and the equivalent of three years of full-time experience as a paramedic;
OR
an equivalent or combination of the required education and experience, totaling seven years, will be qualifying.

- Oversees the Early Childhood Iowa State Board under Iowa Code 256I.
- Serve as lead staff supporting the state’s early childhood area directors and stakeholders, and workgroups, to advance strategic plan goals and strategies via mutually agreed upon action steps.
- Provide technical assistance to local ECI areas and boards through designation process, individual requests, regional events, and face-to face statewide technical assistance and operational meetings.
- Connect ECI strategies and actions to the work occurring within the FWP&P Division and EIS unit.
- Possess current/relevant experience with state and federal policy related to early childhood services.
- Possess current/relevant experience in prevention and early intervention.
- Possess strong technical writing skills and ability to provide detailed written documentation in a timely manner.
- Establish and maintain effective working relationships with state, local and federal agencies, private enterprise, other political subdivisions, and the public.
- Demonstrate excellent judgment and communication skills.
- Possess a strong ability to prioritize and work under pressure.
- Maintain the ability to work independently and across teams and areas of expertise.
- Demonstrate integrity and a strong work ethic.
- Possess the ability to use independent judgement to make sound decisions.
