The Education Program Consultant will be an integral member of the Federal Programs Bureau, overseeing data management and consolidation, financial reports, contracts, and federal guidance for ESEA programs.
Your Responsibilities
- Serve as a member of the Federal Programs Bureau and manage Iowa's Consolidated Application under the Elementary and Secondary Education Act, as amended by the Every Student Succeeds Act (ESSA). This includes but is not limited to:
- Creating and modifying collections to gather relevant information and data, such as guidance, claims, assurances, risk assessment and reports.
- Collaborating with other staff members to ensure their programs are accurately represented in the consolidated application.
- Providing relevant training to internal team members focused on reporting and claims processes.
- Providing district and school staff with assistance on applying for, receiving, and appropriately spending ESEA funds.
- Attending national conferences and reading current federal guidance as necessary to keep Iowa’s guidance on ESEA programs current.
- Communicating and reporting timelines to the bureau.
- Serve as a member of the internal operational data systems team.
- Collaborating with the Federal Programs and School Improvement consultants to ensure collections are compliant and up-to-date.
- Provide leadership and support with bureau and division reporting requirements, including overseeing and coordinating the state’s Consolidated State Performance Report (CSPR).
- Assist with the calculation and /or review of federal allocations and reporting on use of federal Title funds and federal relief funds.

Desirable Qualifications
- Experience preparing and creating financial reports.
- Experience reviewing and preparing financial reports, contracts, and federal expenditure information
- Experience developing and reviewing guidance regarding the Federal ESEA Programs.
- Experience utilizing Google and Microsoft applications.
- Experience working in computer programming.
- Experience administering and/or supporting ESEA programs.
- Experience providing technical assistance and professional learning to educators.
- Experience interpreting and implementing state or federal education law.
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
- Graduation from an accredited four-year college or university and five years of full-time post-graduate work experience in any one or a combination of the following areas:
- Professional training, teaching, or counseling experience in an educational setting;
- Professional administrative experience in an educational setting;
- Professional personnel administration including such areas as job analysis, performance appraisal systems, selection devices, or labor relations;
- Professional finance, accounting, or auditing experience including the preparation or analysis of financial statements;
- Professional experience in a major technical program area utilized by the Iowa Department of Education or Board of Educational Examiners.
- A combination of a total of five years of post-graduate education and full-time experience (as described in number one), where twenty-four semester hours of accredited post-graduate college or university course work equals one year of full-time experience.
- Graduation from an accredited college or university with a Master’s degree, possession of a valid Iowa Teaching Certificate, and three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.
- Possession of a School Business Official Authorization from the Iowa Board of Educational Examiners and seven years of full-time professional experience in finance, accounting, or auditing, including the preparation or analysis of financial statements.
