The Education Program Consultant (Title IV, Part B) will be an integral member of the Federal Programs Bureau, providing leadership and oversight of the Title IVB, 21st Century Community Learning Centers program.

The Education Program Consultant (Title IV, Part B) will be an integral member of the Federal Programs Bureau, providing leadership and oversight of the Title IVB, 21st Century Community Learning Centers program.
Your Responsibilities
- Assist with the calculation and /or review of federal allocations and reporting on use of federal Title funds and federal relief funds.
- Provide support in the administration of the Title IV, Part B, 21st Century Community Learning Centers program. This includes but is not limited to:
- Developing and managing the grant award activities
- Provide oversight of the Title IV, Part B budget
- Monitor and evaluate programs
- Complete state and federal reports
- Providing technical assistance to district and school staff with applying for, receiving, and appropriately spending Title IV, Part B funds.
- Provide monitoring and oversight of the federal OSTCP Grant, as long as funding is available. Responsibilities include providing high quality technical assistance to subgrantees, completion of all state and federal reports, managing the competitive grant process, writing contracts, managing the budget.
- Participate in comprehensive efforts of the Department, Division and Bureau, including other duties as assigned.

- Experience providing technical assistance and professional learning to educators

- Desire to work with diverse teams and stakeholders
- Experience utilizing Microsoft Suite.
- Experience working in computer programming.
- Experience administering and/or supporting Title programs.
- Experience providing technical assistance and professional learning to educators.
- Experience interpreting and implementing state or federal education law.

Hours: 8:00 A.M. – 4:30 P.M., Monday – Friday; some nights and weekends, occasional in-state and out-of-state travel

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
- Graduation from an accredited four-year college or university and five years of full-time post-graduate work experience in any one or a combination of the following areas:
- Professional training, teaching, or counseling experience in an educational setting;
- Professional administrative experience in an educational setting;
- Professional personnel administration including such areas as job analysis, performance appraisal systems, selection devices, or labor relations;
- Professional finance, accounting, or auditing experience including the preparation or analysis of financial statements;
- Professional experience in a major technical program area utilized by the Iowa Department of Education or Board of Educational Examiners.
- A combination of a total of five years of post-graduate education and full-time experience (as described in number one), where twenty-four semester hours of accredited post-graduate college or university course work equals one year of full-time experience.
- Graduation from an accredited college or university with a Master’s degree, possession of a valid Iowa Teaching Certificate, and three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.
- Possession of a School Business Official Authorization from the Iowa Board of Educational Examiners and seven years of full-time professional experience in finance, accounting, or auditing, including the preparation or analysis of financial statements.
