The Iowa Department of Inspections, Appeals & Licensing (DIAL) is seeking a motivated and flexible
individual to join our team as a Health Facilities Officer 1 for Hospitals with our Medicare Services
Unit of Acute Continuing Care (ACC) Services.

DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans. DIAL’s Health Facilities Division is responsible for inspecting and licensing health care providers and suppliers to ensure the health and safety of vulnerable Iowans.
The Health Facilities Officer 1 position is responsible for monitoring, planning and coordinating the health surveys, revisit surveys, and complaint surveys for hospitals and other providers under Medicare Services Unit of ACC.

To accomplish our Mission, the individual selected for this position will provide regulatory oversight to hospital facilities in a professional, courteous, non-intimidating and objective manner.

The successful candidate for the fast-paced and multi-faceted Health Facilities Officer 1 position is a self-starter. The position reports directly to the Medicare Service Unit Manager. Minimum Qualification Requirements
Graduation from an accredited four year college or university with a bachelor's degree in nursing, social work, psychology, counseling, rehabilitation, nutrition, public health, or business, public or health administration, or licensure as a registered pharmacist, registered nurse or registered dietician, and experience equal to three years of full-time work in administrative, consultative, or technical areas involving the investigation or evaluation of situations, conditions, or operating policies or procedures of hospitals or other health care and habilitation facilities;
OR
a combination of education and experience, substituting thirty semester hours of graduate coursework in one of the areas of qualifying education for one year of full-time qualifying experience, to a maximum substitution of two years;
OR
a combination of education and experience, substituting one year of qualifying full-time experience for each thirty semester hours of qualifying education, to a maximum substitution of four years;
OR
employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time work as a Health Facilities Surveyor.

- Registered Nurse required
- Experience working in a clinical setting for hospitals.
- Ability to work independently from a home-based setting while maintaining the timelines and goals of the Department
- Conducting business in a professional, courteous and approachable manner
- Displays high standards of professional and ethical conduct
- Commitment to providing a high-quality service
- Ability to address and listen to others in respectful manner
- Possesses a high level of organizational skills and is process-driven
You will be an integral member of our survey team, providing direct support to the Department’s Health Facilities operations by:
- The Health Facilities Officer 1 for Hospitals and other provider types, drafts responses as appropriate, monitors the duties of survey staff to assure timely and efficient completion of assignments.
- Reviews complaint statements with surveyors, assures supportive documentation is available for all deficiencies. Reviews and proofread Statement of Deficiencies, Plans of corrections to assure adequate correction of cited deficiencies.
- Assist with scheduling all surveyors to survey activities and or other assignments to assure compliance and accuracy. Coordinate all administrative tasks for hospitals and other Medicare providers.
- Monitoring the activities and duties of professional survey staff to assist with orientation, learning needs of surveyors; and report findings to Medicare Service Unit Manager.
- Respond to emails and phone calls to answer questions within the appropriate time frame in a courteous and professional manner. Making recommendations regarding non-compliance with applicable State rules and/or Federal Regulations and processes.
- Manages all written correspondence in a professional manner. Attends and participates in stakeholder meetings and presentations of all matters relating to surveys for licensure, complaint investigations, federal certification.
