The Iowa Department of Natural Resources, Realty Section is looking for a skilled program manager with technical skills in natural resources management and GIS to administer a cooperative farming program, a natural resource area management operations program, and our sand and gravel permit program.
The right individual will be capable of overseeing the statewide cooperative farming initiative, the Habitat Lease Program, by providing annual planning and program development to meet wildlife habitat goals and objectives. This is accomplished through a collaborative effort with our area habitat managers (including biologists, park managers, and foresters), recommending policies and procedures to implement program goals, and offering technical support, and working closely with the USDA-NRCS to develop and ensure compliance with soil and water conservation plans and Iowa Administrative Rules. Also included is the management and oversight over the farming program database and income from leases; including collection of delinquent lease payments, quarterly management reports detailing lease income by unit, grazing usage and farming activities for habitat managers, and reviewing and updating a policies and procedures field manual for unit managers.
The natural resource area management operations program consists of investigating and resolving land use conflicts, procurement of land surveys, development of boundary agreements, and establishing partnerships with county conservation boards, cities, and various federal agencies to achieve shared natural resource area management goals. You will draft requests for proposals (RFPs) to obtain competitive bids for natural resource land management services such as professional farm management and land survey contracts, and assist unit managers with development of natural resource area fencing and access agreements and negotiating of the agreements.
Review and secure clearance from the State Historical Preservation Office for removal of structures on state properties, including asbestos inspections and abatement contracts, and a procedural system and forms for disposal of structures.
The sand and gravel permit program is managed coordination with habitat managers to ensure the issuance and renewal of permits, obtaining approval from area unit managers. Collect annual royalty payments as specified in the permit. Conduct site inspections to ensure compliance with permit conditions and verify the accuracy of removal reports.

Draft requests for proposals (RFPs) and meet with private contractors to obtain competitive bids for services
Develop natural resource area fencing agreements and provide technical assistance to field staff
Obtain necessary clearances for structure removal from public land
Administer the sand and gravel permits program

18 semester hours of education or 1 year of experience that demonstrates the applicant has competencies in the following areas:
The equivalent of three years of full time experience involving facilities maintenance in plumbing, electrical, and/or heating and cooling, or technical work in a biological, horticultural, conservation, or natural resources program;
OR
an equivalent combination of education and experience substituting 30 semester hours of college level course work in a biological or natural resources program for each year of the required experience;
OR
employees with current continuous experience in the state executive branch that includes the equivalent of 12 months of full-time experience as a Natural Resources Technician 1 shall be considered as qualified.

- Ability to create, edit, import, export, project, and georeference GIS data.
- Demonstrated proficiency with the major ESRI software products. These products include ArcView, ArcInfo, ArcGIS.

- Ability to conduct spatial analyses and queries in order to answer complex questions relating to spatial data.
