The approximately 345 employees of the Iowa Department of Agriculture and Land Stewardship (IDALS) are responsible for a wide range of programs that affect the quality of life of every Iowan. Both Iowans living on the farm and those in our towns and cities are impacted almost daily by the work of the Department.
The Division of Soil Conservation & Water Quality (DSCWQ) Field Services Bureau seeks to fill the position of Field Representative (Public Service Manager 1 (32)). Land stewardship is central to the work of the Department. The DSCWQ provides farmers with expertise and funds to help them install practices that preserve our highly productive soil, prevent erosion and protect our critical waterways. The Department is focused on making sure future Iowans can experience the same high quality of life that past generations have enjoyed in our state.
This Field Representative position is responsible for supervising and evaluating technical staff across 100 field offices in Iowa and serving as a direct liaison between the DSCWQ, partner agencies, and Soil and Water Conservation Districts (SWCDs). This position will advise and coordinate state cost-share program rules and policies and procedures with state, partner agencies, and SWCD staff. It is responsible for developing innovative concepts and strategies for continuing growth and expansion of the DSCWQ conservation implementation goals. (requires regular travel throughout the state)
Personnel - Responsible for hiring, supervising, and evaluating approximately 15-20 state employees including Environmental Specialists, Soil Conservation Technicians, 780-hour Contract Technicians, and Internship positions across 100 federal USDA Service Center County offices (field offices).
This Public Service Manager 1 position is classified at Pay Class 32
This position is domiciled in Polk County, but other locations will be considered. Please note that this position requires statewide travel as part of the regular job duties.

- Collaborate hiring actions in collaboration with Natural Resource Conservation Service (NRCS) and Soil and Water Conservation District (SWCD) staff and commissioners to ensure appropriate staffing, resource support and training is available to fulfill the collective conservation mission.
- Facilitate training and resource support for state employees in alignment with associated program duties in consultation with Water Resources Bureau and applicable Division staff.
- Facilitate personnel related practices and actions in accordance with federal (NRCS), state, and departmental policy and rules as applicable.
- Administer the provisions of the cooperative working agreements between IDALS, NRCS and SWCDs to ensure appropriate state resources are delegated in support of priority programs and practices.
- Actively facilitate resource management activities with NRCS leadership staff including the Assistant State Conservationist-Field Operations, District Conservationist, Resource Team Leads and other federal staff to ensure that state staff and programs are implemented in accordance with applicable code, rules, and regulations.
- Actively engage with SWCD commissioners to advise and assist with the development and implementation of programs and projects in alignment with IDALS and SWCD priorities and in consultation with IDALS Regional Coordinators and program staff.
- Advise and assist SWCDs with the hiring and onboarding of project coordinator and technical staff.
- Advise and assist SWCDs with contractual and project agreements in consultation with IDALS Regional Coordinators and program technical project staff.
- Coordinate with the other bureaus and staff within the Division of Soil Conservation and Water Quality (Division) to administer soil and water conservation programs within field offices and associated staff.
- Actively communicate and solicit feedback between IDALS field office and central office staff as related to cost share programs implementation, project resources, and associated policies and procedures.
- In consultation with IDALS Regional Coordinators and program staff, devise and implement procedures and new and innovate approaches to more effective and efficient conservation practice delivery.
- Assist with training and development opportunities for staff and commissioners.
- Represent IDALS on various committees such as assigned.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
- Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
- Eight years of full-time work experience in program administration, development, management, or operations.
- All of the following (a and b):
- Four years of full-time work experience work in program administration, development, management, or operations; and
- A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
- All of the following (a, b, and c):
- Two years of full-time work experience work in program administration, development, management, or operations; and
- A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
- A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is
- Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
