Iowa Workforce Development is seeking applicants for the position of RCM Career Planner at our Iowa WORKS Des Moines River Park location at 525 SW 5 th St., Des Moines, IA office.

Job Description And Responsibilities

As a Reemployment Case Management (RCM) Career Planner, you will deliver all essential components of the RCM program to unemployment participants during appointments. You will review unemployment insurance (UI) claim statuses with claimants and refer any issues to the appropriate staff members.

In this role, you will provide employment guidance to customers through phone calls and virtual meetings on Microsoft Teams. Key responsibilities include effective time management, accurate data entry, and the ability to thrive in a fast-paced environment, all while utilizing strong technical skills.

Provide claimants with necessary information, ensuring that work search requirements are met and documented accurately. Explain and promote One-Stop Center workshops and assist claimants in registering for attendance.

The successful candidate will conduct an electronic file search that involves reviewing and comparing applicants' qualifications against specific employer job order requirements. This process includes gathering and analyzing resumes, evaluating candidates based on key skills and experience, and verifying that the jobs applied are suitable according to previous experience and education.

The RCM Career Planner assists customers in verifying valid work registrations in the database system and ensuring it is properly recorded. Additionally, it includes creating or updating the Individual Service Plan (ISP) in collaboration with the customer. All services, appointments, and relevant information are accurately documented in the database to maintain comprehensive records.

Perform essential Unemployment Insurance (UI) activities while adhering to unemployment administration rules and Iowa law. It includes providing customers with the appropriate answers with filing UI claims, addressing their questions and concerns, and providing timely documentation and notices to facilitate positive outcomes for claimants.

Maintain and organize all documentation related to Unemployment Insurance (UI) decisions while ensuring claims are active and their status is current. It includes reviewing past UI claims for adjudications, utilizing the database system to verify salary histories, and cross-referencing personal identification information for accuracy. Additionally, issues within claims are adjudicated according to UI laws, and customers are provided with information regarding UI appeals when necessary.

Educate customers on services available at the Iowa WORKS location. Assist customers by answering questions about employment opportunities and local employers.

This role involves facilitating customers using computers for various tasks, including internet searches, accessing print resources, and troubleshooting issues. It includes providing tutorials on labor market information, educational options, and career exploration.

Additionally, customers are educated about the services and assisted services available at the Workforce Center to enhance their job-seeking efforts. Coach customers on all aspects of the job search and help them develop personal and job skills to achieve successful employment. This includes offering proficiency tests and skill assessments as needed to support their career development.

Minimum Qualification Requirements

Graduation from an accredited four-year college or university;

OR

an equivalent combination of education and experience substituting one year of full-time public contact work obtaining, analyzing and evaluating data such as job/claims interviewing, testing, referral and/or placement, sales representative, credit investigation, or related public contact work dealing with job applicants and employers in a variety of supportive clerical and outreach functions for one year of the required education with a maximum substitution of four years;

OR

employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time work as a Workforce Associate.
