Interested in furthering your career in Business Analysis, Technical Analysis, and/or Quality Assurance by working in an IT Product Delivery team that works with a broad range of industries? The Office of Technology Services (OTS), Product Delivery Section is looking for energetic, experienced team members to add to the Analysis team. The OTS PD Analysis team works with partner agencies and OTS resources to define, refine, and design business/systems requirements and processes; helps Delivery Managers guide projects using both Agile and traditional methodologies; and performs both automated and manual quality assurance testing of software applications in support of IT systems modernization.
This vacancy participates in a career progression group and may be filled from this recruitment as a IT Statewide Analyst 1 (TS-314), IT Statewide Analyst 2 (TS-315), or IT Statewide Analyst 3 (TS-316) depending on the level of experience of the selected applicant. The maximum salary for the IT Statewide Analyst 3 is $117,998. MINIMUM QUALIFICATIONS:
Five years of experience in information technology, project management, business analysis or administrative services; OR
Six years of full-time work experience in any field plus three years of experience in information technology, project management, business analysis or administrative services; OR
An associate's degree in information technology plus three years of experience in information technology, project management, business analysis or administrative services; OR
A bachelor’s degree plus three years of experience in information technology, project management, business analysis or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology, project management, business analysis or administrative services; OR
A master's degree plus two years of experience in information technology, project management, business analysis or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

SUPERVISION RECEIVED:
Direct from a higher-level IT Statewide professional with assigned supervisory responsibilities. May also receive supervision on a project basis from other IT Statewide professionals. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
May provide direct or functional supervision over lower-level IT Statewide personnel. Other reporting relationships may be approved by SCS.

JOB DISTINCTIONS:
Differs from IT Statewide Associate Analyst 4 by the presence of independent analyses involving moderately complex information technology initiatives, business processes, and/or systems.
Differs from IT Statewide Analyst 2 by the absence of analyses for complex information technology initiatives, business processes, and/or systems.
This position is within the Office of Technology Services (OTS), Product Delivery and is responsible for leading and performing business and/or technical analysis of highly complex business/technical requirements and processes.
50% Lead and perform business and/or technical analysis of highly complex business/technical requirements and processes for a project or initiative through collaboration with agency subject matter experts, developers, and other analysts.
20% Mentor and train lower level Analysts and Associate Analysts in the performance of business and/or technical analysis of complex business/technical requirements and processes.
15% Create and deliver overview and/or detailed documentation about highly complex current and future state business/technical processes for a project or initiative including pros, cons, and recommendations concerning potential future state processes.
10% Document business and/or technical analysis practices and procedures.
5% Perform all other tasks, special projects, analysis, studies, and plans as directed.
