This job is being announced as a promotion and is open for application to current permanent classified employees of Coastal Protection and Restoration Authority (CPRA) only.


Responsibilities:
  • Serves as staff advisor and expert to provide specialized and technical scientific assistance to higher level Operations Division staff
  • Assists in overseeing monitoring and data collection for coastal restoration and hurricane flood protection projects, analyzes data, and supports quality control, adaptive management, and decision-making on ecosystem management alternatives, while evaluating restoration techniques and providing recommendations for specific projects
  • Develops, implements, and manages monitoring and research plans for evaluating coastal restoration projects, including data collection and analysis across multiple disciplines, writing reports, advising on adaptive managements, and maintain project related data inventories
  • Prepares and assists in preparing scopes of work for contractual support services, evaluates RFPs, manages budgets for multi-million dollar projects, and ensures work requirements are met before contract payment
  • Represents CPRA at various events, presents coastal restoration information, maintains relationships with government, environmental, and industry representatives, and stays informed on current scientific literature and best practices
  • Provides supervision, technical guidance, and training to lower-level Coastal Resources Scientists, ensuring the quality, accuracy, and consistency of their work in alignment with departmental policies

CPRA’s Special Entrance Rate Policy establishes a minimum bi-weekly hire rate of $2,510.40 for the Coastal Resources Scientist Staff DCL-A position. The maximum salary for the Coastal Resources Scientist Staff DCL-A position is $103,064 annually.

Minimum Qualifications

MINIMUM QUALIFICATIONS:
A bachelor's degree in one of the following fields: biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus three years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology; OR

A master's degree in biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus two years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology; OR

A Ph.D. in biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus one year of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology.

FUNCTION OF WORK:

Performs as a staff advisor and expert to provide specialized and technical scientific assistance at the Division, Office, and/or Department levels, by serving as the primary coordinating point for assigned coastal restoration or hurricane flood protection projects and/or feasibility studies.


This job is designated a Dual Career Ladder job as defined in Civil Service Rules 1.14.1.1 and 5.9, requiring performance of higher-level, more complex duties, and possession of advanced, specialized skills. A Civil Service Commission-approved agency policy is required prior to implementation.
LEVEL OF WORK:
Expert.
SUPERVISION RECEIVED:
Preferably from an Engineer Administrator, Coastal Administrator, or an unclassified agency official. However, alternative reporting relationships may be approved by DSCS.
SUPERVISION EXERCISED:
May exercise functional/project supervision over Coastal Resources Scientists, as well as other technical and contractual professionals.
LOCATION OF WORK:
State agencies involved in coastal science activities.
JOB DISTINCTIONS:
Differs from Coastal Resources Scientist Senior-DCL-B by the absence of responsibility for serving as the senior advisor/expert for a major coastal resource or flood protection program, project, or feasibility study as defined by an agency head.

Examples of Work

Performs as a staff advisor/expert to provide specialized and technical scientific assistance to agency staff, various federal agencies, and the public on assigned coastal restoration projects and/or feasibility studies.
Serves as the primary point of contact for assigned coastal restoration or hurricane flood protection projects or studies; coordinates same with staff in other sections, as well as with local, state, and federal agencies.
May assist a higher-level Coastal Resources Scientist DCL in managing a complex study designed to provide guidance for future restoration and protection projects in Louisiana's coastal wetlands and marshes.
Reviews and recommends to higher-level personnel approval/disapproval or modifications to monitoring plans.
Serves as a representative on advisory committees for coastal restoration and flood protection programs, projects, and/or feasibility studies.
Ensures that the work of private firms and contractors on assigned projects or feasibility studies adheres to the specific details and standards stipulated in the contract, as well as to federal and state regulations.
Evaluates technical proposals for projects and/or feasibility studies; makes recommendations for awards.
