About this Position:This position serves as the Compensation & Staffing (C&S) Unit Manager for the Department of Transportation and Development (DOTD). DOTD's HQ Compensation & Staffing Unit is comprised of ten professional HR positions and one administrative professional position, and are responsible for all DOTD personnel actions, data quality management, classification, compensation, selection, recruiting, and records management functions. The incumbent of this position is required to possess broad knowledge of the LaGOV HCM system and its reporting capabilities, Civil Service Rules and regulations, DOTD policies and procedures, as well as specific knowledge of the pay/benefits aspects of federal and state employment laws such as the Fair Labor Standards Act (FLSA).
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals and directives.
This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Minimum Qualifications
Seven years of human resources experience; OR
Six years of full-time experience in any field plus four years of human resources experience; OR
A bachelor’s degree plus four years of human resources experience; OR
An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus three years of human resources experience.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Examples of Work
50% Staff Supervision
Directly supervises one HR Manager A (over the Staffing Unit), one HR Supervisor (over- the Compensation Unit) two HR Specialists (over Data Quality Management), and an Administrative Program Specialist A responsible for Records Management. Plans and directs activities for the C&S Unit, to include development of goals, assignment of duties, establishment of work standards, monitoring of work flow, evaluation of effectiveness and efficiencies, audit of work products and continuous improvement of work processes. Interviews, selects, trains, and counsels staff; approves leave requests and time sheets; prepares and conducts performance evaluations. Manages all functions of subordinate staff, which include the following:
- Classification and Compensation (Position/Job Classification, Special Pay, Job Assessments, Organizational Consulting, Span of Control, and Salary Surveys)
- Data Quality Management (Internal Audits of HCM entries and NeoGov postings, Post Audit Reporting)
- Recruiting (On-site Recruiting, Job Advertising, Career Counseling, and Student Employment)
- Records Management (Records Retention Schedule, Maintenance and Storage of Records, Employment Verification, and Public Record Requests)
- Staffing (Personnel Actions, Onboarding, Management assistance, Exit Interview Program, and Immigration Compliance)
- Selection (Structured Interview Assistance, Engineer Promotions, and Selection Training/Development)
Performs long- and short-range planning for tasks and projects; establishes unit objectives and annual work plans and determines methodology for performing tasks and meeting agency objectives; measures results achieved; develops improved procedures for more efficient processing and reconciliation and ensures that these processes reflect clear audit trails and withstand audit standards. Evaluates the performance and effectiveness of the various program areas, ensuring goals and objectives are met; monitors accuracy rates of entries; routinely generates LaGOV HCM reports to review activities/entries; provides reports to the HR Director and/or other entities regarding program performance and accomplishments. Develops, revises, and interprets DOTD policies and procedures for programmatic areas of the Compensation and Staffing Unit. Assists Appointing Authorities and supervisors by interpreting CS Rules governing personnel and pay actions; plans programs, develops materials and conducts on-going training of HQ HR staff, and collaborates with the District HR Unit Manager on training of District HR staff, to ensure that each maintains a thorough understanding of current regulations, policies and procedures for personnel action processing. Provides regular and routine assistance to same on LaGOV HCM requirements. Develops HR-related guidelines and resource materials.
10% Agency TO Maintenance/Reporting
Coordinates with Appointing Authorities to update the Department's official table of organization (T.O.) listing on the DOTD intranet. Reviews requests to add over-hire positions and changes in T.O. in response to organizational changes, budget requests, and executive orders. Works closely with the HR Director to ensure T.O. numbers are updated and accurate at the beginning of each Fiscal Year as well as during the year as needed. Oversees the reporting of vacancy activity by the Staffing Unit Manager; sets guidelines for position reporting and ensures timely and accurate reporting to the HR Director and Executive staff. Works with Compensation Unit staff to ensure that all funded vacancies are identified as needed and upon request from the Budget Section. Incumbent is expected to develop strategies to improve the funded vacancy process on a continual basis and to work closely with Office Heads to ensure that all T.O. issues are addressed in a proactive manner. Generates reports as needed on funded positions, numbers of FTE's, and other associated information. Works closely with staff to generate position and T.O. reports during the Legislative Session and at the request of DOTD Executive Staff.
5% Miscellaneous Duties
