This position is a technical expert on DOTD's Maintenance Management System (MMS), with a working familiarity of the interface processes with LaGov/SAP. The incumbent will assist in developing, testing and implementing various system functions for a new Maintenance Management System for DOTD. The functions include a number of tasks in the categories of data entry, approval functions, data reporting and system status reporting.The incumbent helps develop policies, procedures and goals relative to MMS. This position performs highly complex and technical assignments requiring the ability to research, compile and report on technical data related to statewide maintenance operations and procedures. The incumbent must be self-motivated and able to prioritize tasks and perform duties with minimal supervision.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

MINIMUM QUALIFICATIONS:
Five years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
Six years of full-time work experience in any field plus two years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
A bachelor's degree plus two years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
An advanced degree plus one year of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

May provide functional supervision over one or multiple DOTD Program Specialists.
LOCATION OF WORK:
Department of Transportation and Development (DOTD); may be used statewide as deemed appropriate by the Department of Civil Service.
JOB DISTINCTIONS:
Differs from DOTD Program Specialist 3 by performing specialized duties or serving as a technical specialist over an assigned program.
Differs from DOTD Program Specialist 5 by the lack of program management responsibility for a specific DOTD program.
Differs from DOTD Program Supervisor by the absence of supervisory responsibilities.
20% Assists in development of cost assignment plan for new MMS. This task involves setting up a matrix for how different cost center coding is assigned based on analysis of work type and organization unit. The incumbent will create a list of functional tasks and test scenarios that are validated during the implementation of new MMS.
20% Assists in development of reports and formats to meet all current needs of DOTD's MMS. This task involves rebuilding of all reports from the current MMS to match the modified data structures in the new MMS. These reports are required to satisfy a number of DOTD functions and obligations, including disaster cost recovery, public information requests, cost reporting to executive staff, and job-type accomplishment reports to federal agencies.
20% Assists in development of labor entry validation processes. This task involves development of time schedules and work calendars that labor entries are checked against for validation. These checks are designed to restrict what regular and overtime entries are allowed to avoid errors, as that information interfaces to the state payroll system. The incumbent will create a list of functional tasks and test scenarios that must be validated during the implementation of a new MMS.
15% Assists in setup and testing of interface processes between the new MMS and LAGov/SAP. The new system must be configured to make use of existing interface processes with LAGOV. The incumbent will work with the new software developer to map data fields, formatting, and scheduling of all 14 interfaces to the existing scheme.
15% Assists in the development of log files for various system statuses. These logs document errors, warnings, and notifications to system administrators for a number of interface processes and system tasks ranging from individual data record errors, labor entry mismatches with payroll system, to complete interface failures.
5% Serves as backup to the DOTD Program Specialist Manager in responding to internal and public requests relative to the National Electric Vehicle Infrastructure (NEVI) program. Maintains working knowledge of the NEVI program, including periodic updates.
5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
