 Required certification for applicants interested in qualifying for Engineer Intern 1 or 2: Engineer Intern Certificate in the State of Louisiana.
 Required License for applicants interested in qualifying for Engineer 3, 4, or 5: Professional Engineer License in the state of Louisiana.

Function Statement:

The overall function of this position is to assist the Project Engineer in the supervision of sub-professional engineering staff. Work is generally performed in-doors, but is not limited to in-doors, out-door work may be required in various weather and terrain conditions, depending upon the nature of each assignment. Some night time, weekend and holiday work days may be required. This position is located in the District 07, Unit 217 Sulphur Project Engineer’s Office of the Department of Transportation and Development and reports directly to the Engineer 6/Project Engineer. The incumbent must be self-motivated and be able to perform duties many times with or without minimal supervision and also be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service Laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

The incumbent is required to possess the following specialized knowledge, skills, abilities, and licensing/certifications:

• Specialized knowledge, skills, and abilities: Must possess the ability to plan, design, construct, inspect, and/or maintain buildings, systems, or programs by applying advanced mathematics, physical, and engineering sciences.
• Required Licenses/Certifications: Louisiana Professional Engineering License, or Louisiana Engineer Intern Certificate, Possess valid Louisiana Class “E” Driver’s License.
• Drug Testing required: N/A
• Types of equipment used for the job: Computer, cell phone, tablet, surveying equipment, pickup truck.

Job Duties & Responsibilities:

Engineer Intern 1 – Differs from Engineer Intern Applicant by the presence of a Louisiana Engineer Intern certificate. Differs from Engineer Intern 2 by the absence of independence when completing basic assignments. 

Engineer Intern 2 – Differs from Engineer Intern 1 by the presence of independence when completing basic assignments. Differs from Engineer 3 by the absence of a license to practice as a professional engineer. 

Engineer 3 – Differs from Engineer Intern 2 by the presence of a license to practice as a professional engineer. Differs from Engineer 4 by the absence of a higher degree of scope and complexity in assigned tasks. 

Engineer 4 – Differs from Engineer 3 by the presence of a higher degree of scope and complexity in assigned tasks. Differs from Engineer 5 by the absence of responsibility for serving as an advanced staff specialist. 

Engineer 5 – Differs from Engineer 4 by the presence of responsibility for serving as an advanced staff specialist. Differs from Engineer 6 by the absence of responsibility for direct supervision over professional engineers.

50% Assists the project engineer in planning, directing, and coordinating the activities of inspectors for the inspection of multiple construction projects. Assists the project engineer to ensure the implementation and adherence to the contract plans and specifications by the contractor on highway construction projects. Participates in pre-construction conferences and progress meetings with engineers and contractors to discuss construction scheduling, methods of construction and any potential problems.

25% Performs various office engineering functions including review of correspondence, engineering calculations, documentation of quantities, daily work reports, daily diaries, and test reports.  Assists in preparing and processing monthly partial pay estimates, change orders, closeout documentation for final project acceptance.

10% Reviews and recommends changes to plans and specifications for upcoming construction projects that are designed by others. Attends pre-design and plan-in-hand meetings to discuss project design and development of plans and specifications on all types of construction projects.

5% Provides contractors, public, and other interested parties with project-related information as requested/required.

5% May perform additional duties as necessary to ensure the smooth and efficient operation of the Sulphur Project Engineer’s Office, including facility maintenance and upkeep.

5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.

MINIMUM QUALIFICATIONS:
Eligibility for a Louisiana Engineer Intern Certificate.

NOTE:
This is a temporary position to be utilized while the incumbent is securing a Louisiana Engineer Intern certificate. Permanent status shall be denied to incumbents occupying this position.

FUNCTION OF WORK:
To apply scholastic theory and elementary engineering skills to a variety of tasks involving standard procedures and practices in the field, office, or laboratory in order to acquire practical experience for licensure.

LEVEL OF WORK:
Entry.

SUPERVISION RECEIVED:
Close from a higher-level engineer.

SUPERVISION EXERCISED:
Functional supervision may be exercised over Engineering Technicians.

LOCATION OF WORK:
May be used by all state agencies.

JOB DISTINCTIONS:
Differs from Engineering Technicians and other related jobs by the presence of responsibility for applying engineering principles under close supervision.

Differs from Engineer Intern 1 by the absence of a Louisiana Engineer Intern Certificate.Assists in the supervision of a laboratory unit engaged in sampling, inspecting, and testing of soils, water, wastewater, air, or similar materials.

Supervises the laying out of Kelsh Manuscripts for photogrammetric plotters and reviews work of sub-professional engineering personnel.

Assists in economic justification studies for proposed engineering facilities and performs computations and analyses of cost-benefit engineering considerations.

Applies basic engineering formulas to routine calculations.

Assists in the supervision of work involving the construction and inspection of construction, remodeling, or repair of structures, including airports, buildings, canals and locks, docks and piers, highways, bridges, transmission lines, power plants, tunnels, water supplies, sewerage systems, and other works.

Assists in the instruction and training of water and sewerage superintendents and operators in the safe and efficient operation of their plants and in the performance of such routine tests as are necessary for proper control of the treatment process.

Assists in the training of operators of swimming pools, etc. and occasionally aids in the classroom and field training of sanitarians.

Collects samples for chemical and/or bacteriological laboratory analysis, using special techniques as required.
