MINIMUM QUALIFICATIONS:
Eligibility for a Louisiana Engineer Intern Certificate.
NOTE:
This is a temporary position to be utilized while the incumbent is securing a Louisiana Engineer Intern certificate. Permanent status shall be denied to incumbents occupying this position.

To apply scholastic theory and elementary engineering skills to a variety of tasks involving standard procedures and practices in the field, office, or laboratory in order to acquire practical experience for licensure.

JOB DISTINCTIONS:
Differs from Engineering Technicians and other related jobs by the presence of responsibility for applying engineering principles under close supervision.
Differs from Engineer Intern 1 by the absence of a Louisiana Engineer Intern Certificate.
Job Duties & Responsibilities:
55% Assist the District Traffic Operations Engineer (DTOE) and Engineer 6 in all traffic operations and engineering activities in the District. Analyze and oversee the collection of traffic data to ensure reliability and quality of data and traffic models. Review technical reports recommending (1) installation or modification of traffic control devises such as traffic signals, (2) geometric modifications to improve safety and capacity, (3) modifications to signs, pavement markings, and (4) parking restrictions and speed limits. Ensure that accurate records are maintained. Determine which projects require Road Safety Assessments (RSAs), conduct RSAs, and determine and make safety improvement recommendations during the RSA process. Conduct studies and retime the state maintained signals in the district for optimum efficiency. Determine Transportation management plan (TMP) level required for projects within the District. Perform studies and Stage 0s in coordination with HQ Traffic Safety section. Review, participate and follow up with the Stage 0 process for all projects within the district for safety and operations.
25% Oversee and provide functional supervision to Engineering Technicians who perform traffic engineering studies and write traffic engineering reports to ensure that assigned duties are completed in a timely manner.
5% Investigate and analyze existing traffic control devices at High Potential for Improvement locations. Make recommendations and ensure implementation of modifications to improve traffic flow and safety at these locations.
5% Review plans for construction and/or maintenance projects and corresponding traffic control plans, which may modify existing traffic control devices. Review plans for proposed new roadway intersections and traffic control device permit applications to ensure conformance with Department standards. Design and submit signal plans for construction projects. Review all signal design in construction plans.
5% Review and recommend for approval all applicable access control permits. Review and recommend approval of traffic impact studies. Review and recommend for approval all traffic signal and lighting permits.
5% Perform a variety of tasks and assignments necessary to fulfill the mission of the Section and District. May be required to perform other duties as necessary including, but not limited to emergency/disaster support activities.
