Environmental Scientist Supervisor
OEC/ ENFORCEMENT/AIR PERMIT COMPLIANCE
This is a promotional posting open only to current permanent employees of the Department of Environmental Quality.
This position is in the Air Permit Compliance Section of the Enforcement Division within the Office of Environmental Compliance. This position is domiciled at Headquarters in East Baton Rouge Parish.
The incumbent of this position will have supervisory and organizational responsibility over an enforcement functional unit within the air program area. Incumbent will be responsible for the regulatory programs contained in LAC 33: III, Air Quality. Incumbent will exercise first-line supervision authority over all personnel in his/her respective unit and will ensure that enforcement document preparation and processing, data entry, and/or the enforcement-related activities are carried out in accordance with applicable state and federal mandates, policies, and initiatives and the Clean Air Act.
This position has a Special Entrance Rate (SER) as follows:
Environmental Scientist Supervisor - $31.38 per hour or $2,510.20 biweekly
No Civil Service test score is required in order to be considered for this vacancy.

To supervise functional units of a major environmental statewide program or operation that regulates the environmental effects of industrial, commercial, governmental and land use activities through the supervision of state regulation development, state implementation plan development, fee assessment, data collection, quality assurance, environmental assessment, laboratory analysis, grants management, certification procedures, strategic and operational plan development, personnel planning reviews, and adherence to state and federal regulations.

Job Distinctions:
Differs from Environmental Scientist 3 by assignment of supervisory duties and organizational responsibility for a functional unit or geographical region of the state.
Differs from Environmental Scientist Manager by absence of responsibility for management of a major program or several functional units.ENVIRONMENTAL SCIENTIST/GENERAL OPTION:
Organizes workload, including planning, scheduling, setting priorities, etc. for a functional unit or geographical region of the state.
Supervises complex field and facility inspections of regulated sources, drafts enforcement action, and negotiates compliance schedules.
Supervises the review of permit applications of highly complex facilities.
Supervises the work processes of subordinates to ensure procedural and technical accuracy and completeness.
Supervises the coordination of the promulgation of complex regulations, operating procedures, standards, and test methods.
Supervises procedures for quality assurance audits of data, records, and other information to ensure its accuracy and completeness.
Supervises the implementation of reviews and analytical processes for intricate source testing techniques for accuracy and the source testing methods being performed to assure adherence to proper scientific procedures and quality assurance.

ENVIRONMENTAL SCIENTIST/LABORATORY OPTION:
Plans and directs the activities of the Environmental Water Quality, Air Quality Laboratory, or Organic Analysis Laboratory.
Supervises and coordinates the activities of the various analytical work units in the laboratory.
Reviews work completed by the analytical work units, interprets and evaluates results, and acts as the quality control/quality assurance officer for overall laboratory operations by reviewing performance, efficiency, and reproducibility.
Supervises maintenance, calibration, and repair of laboratory equipment and instruments.
Supervises and approves the research and development of new and alternative analytical methods.
Interviews and selects applicants for vacant laboratory positions.
Supervises the training of laboratory personnel in analytical methods, safety procedures and the application of water pollution control or air quality laws and regulations.
Supervises all complex analyses for the occurrence of various inorganic and organic substances in various environmental matrices using atomic absorption spectrophotometry, ion chromatography, instrumental colorimetry, ultraviolet/visible spectrophotometry, gas chromatography, infrared spectroscopy, and gas chromatography/mass spectroscopy.
Supervises laboratory operations during emergency response activities associated with oil, toxic, or other hazardous material spills or releases which have entered, or have the potential to enter, public waterways or the ambient air and may pose imminent threat to the environment or public health.
Advises Environmental Scientist as to the appropriate methods for sample collection, preservation, etc., in order to provide data that will properly characterize an environmental situation under investigation.
Supervises the legal chain of custody procedures for the laboratory.
Represents the Division concerning either air quality or water quality laboratory matters at meetings/hearings; serves as an expert witness and provides technical testimony at hearings and enforcement proceedings relevant to analyses performed by his/her laboratory facility.
Prepares budget requests for the Environmental Water Quality or Air Quality Laboratory.
Supervises the purchase of equipment, instruments, and supplies for the Environmental Water Quality or Air Quality Laboratory.
Reviews technical literature and attends seminars/workshops to maintain familiarity with scientific techniques, laws and regulations pertaining to water or air pollution control and water or air quality assessment.
