The LA Special School District is seeking applicants for a
HUMAN RESOURCES DIRECTOR
Please note this is an unclassified position. Must possess, or be willing to acquire expressive and receptive sign language skills.
The responsibilities of this position require a working knowledge of Civil Service Rules, State and Federal Laws, and school system operations governed by the State Department of Education including but not limited to teacher contracts, Teacher Benefit Law, and LA Standards for State Certification of School Personnel. Human Resources functions are complicated by the seasonal nature of the school programs and the fact that many of the jobs require specialized education, training and licensure creating hard to recruit for circumstances. The LA Special School District is a LaGov HCM paid agency and fulfilling the responsibilities of this position requires the ability to function as a qualified user of this payroll system. A further requirement is a willingness to learn sign language and attend classes.

Physical Activity Level:
The employee must be able to perform assigned duties without significant risk of substantial harm to his/her own safety/security and the safety/security of others. Some work is performed in physically comfortable positions with little or light physical effort, and some work requires moderate effort. Lifting thirty to forty pounds may be required and brief periods of heavy muscular exertion may be required. Interpreting/and transliterating, and teaching visually impaired students, require extended use of the upper body muscles and fine motor movements of the hands. - A baccalaureate degree plus ten years of professional level human resources experience.
Substitutions
- Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
- A Master’s in Business Administration, Public Administration, Human Resources/Personnel, Industrial/Organizational Psychology, or Organizational Behavior will substitute for one year of the required experience.
- A Juris Doctorate will substitute for one year of the required experience.
- A Ph.D. in Business Administration, Public Administration, Human Resources/Personnel, Industrial/Organizational Psychology, or Organizational Behavior will substitute for two years of the required experience.
- All advanced degrees will substitute for a maximum of two years of the required experience.
Managerial Responsibilities
- Implement policies and regulations of the Department of State Civil Service, the Department of Education, the Special School District, and other state and federal regulatory agencies.
- Assist in the development of policies and procedures affecting the school, establish strategic departmental plans and prepare budgets, and discuss staffing needs with department heads recommending organizational structure changes as appropriate.
- Exhibit knowledge of special education rules and regulations associated with implementation of state and federal laws.
- Exhibit an understanding of children with handicaps and their needs, especially the children with hearing and visual impairments served by the schools.
- Demonstrate appropriate and effective office management skills such as planning, organizing and implementing.
- Exercise good judgment in making decisions.
- Maintain a positive relationship with professional associates, state and local agencies, the community and the parents of the students.
- Participate in school sponsored activities.
Supervisory Responsibilities
- Supervise assigned staff providing leadership and coordination for a team approach.
- Apply knowledge and skills of supervision to programs and personnel demonstrating appropriate and effective interpersonal skills.
- Delegate responsibilities as appropriate.
- Plan and conduct staff observations and evaluations for performance accountability programs according to the current approved performance appraisal systems.
- Provide for staff development.
Programmatic Responsibilities
- Administer all aspects of the human resources program for the LA Special School Direct, directing the human resources staff in executing all human resource functions, including but not limited to, Employee Administration, Wage and Salary Administration including special pay options governed by agency policy, Organizational Management, Staffing, Recruitment, Performance Evaluation, Benefits, Etc.
- Serve as delegated certification authority ensuring that personnel transactions effected by this agency comply with Article X of the Louisiana Constitution, Civil Service Rules, the uniform classification and pay plans, and SSD policies and procedures.
- Serve as final reviewer of hiring packets and recommendations for personnel actions verifying appropriateness and compliance with appropriate rules, policies and procedures.
- Confer with the SSD Superintendent and the SSD management team regarding job assignments, use of existing positions, pay equity and job classes; prepare impact reports regarding the effect of alterations or adjustments to job assignments.
- Consult with the SSD Superintendent for reorganization needs recommending organizational unit titles and reporting relationships for proper alignment with the HCM system. Work closely with the LaGov HCM office in mapping out and executing reorganization changes in the system involving more than one Personnel Area.
- Investigate employee breaches of conduct rules and collect personnel documents and other information for the use of the SSD Superintendent in determining possible actions. Assist the legal staff in preparing Loudermill and Disciplinary letters.
- Implement SSD Grievance policies insuring compliance with the procedures in the use and submittal of appropriate forms.
- Serve as the EEO Officer for SSD on all employment matters including reasonable accommodation under the Americans with Disabilities Act; implement the EEO/ADA grievance procedures and investigate complaints; assist the legal staff in gathering necessary documentation for preparing responses to EEOC discrimination charges filed by employees.
- Represent the agency for personnel matters at Civil Service Commission meetings and various other meetings as required by job responsibilities.
- Represent the agency for all teacher certification and pay issues.
- Serve as liaison for LASERS and TRSL, oversee retirement processes, and prepare the annual reports to the retirement systems of retirees returning to work.
- Serve as liaison with the Louisiana Workforce Commission and the agency handling the Unemployment Compensation Control Program. Represent SSD at hearings.
- Prepare documentation for Reduction-in-Force plans and participate in the displacement process.
- Serve as custodian of Records for personnel files maintaining complete and accurate records and exercising confidentiality of information in accordance with requirements of the law.
- Direct LAGov HCM system functions and monitor data input activities through the use of system generated reports.
- Serve on the Safety Committee
- Oversee the SSD worker compensation program
- Serve as Director of the Return to Work (RTW) Committee to transition injured employees back to work safely.
Salary : $85,000 - $105,000
