This vacancy participates in a career progression group and may be filled from this recruitment as a IT Statewide Systems Support Engineer 1 (TS-315) and IT Statewide Systems Support Engineer 2 (TS-316) depending on the level of experience of the selected applicant. The maximum salary for the IT Statewide Systems Support Engineer 2 is $117,998. MINIMUM QUALIFICATIONS:
Seven years of experience in information technology; OR

Six years of full-time work experience in any field plus five years of experience in information technology; OR

An associate's degree in information technology plus five years of experience in information technology; OR

A bachelor’s degree plus five years of experience in information technology; OR

A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology; OR

A master’s degree plus four years of experience in information technology.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

To provide technical design services and systems administration for a statewide information technology end user function.

LEVEL OF WORK:

Advanced.

SUPERVISION RECEIVED:

Direct from a higher-level IT Statewide professional with assigned supervisory responsibilities. May also receive supervision on a project basis from other IT Statewide professionals. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

May provide direct or functional supervision over lower-level IT Statewide personnel. Other reporting relationships may be approved by SCS.

JOB DISTINCTIONS:

Differs from IT Statewide Systems Technician 4 by the presence of providing technical design services for a statewide information technology end user function.

Differs from IT Statewide Systems Support Engineer 2 by the absence of providing technical design services for a statewide information technology end user function at the enterprise level.

The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

This is a senior technical support position requiring the ability to provide leadership regarding IP Inventory Management, Billing and Order Provisioning of IP Communications systems under OTS’s responsibility. The incumbent serves as the Subject Matter Expert (SME) for OTS provisioned IP Communications services over the OTS managed converged LAN and WAN networks statewide. The nature of the work is highly complex and requires an extensive understanding of IP network technology, customer requirements and OTS administrative processes. The incumbent is required to have in-depth communications systems planning, design, analysis, line of service billing knowledge. The incumbent may be required to act as contract manager and coordinator for outsourced contracts with multiple vendors for VoIP communications services as well as management and/or administration of the state owned VoIP communications billing elements as deemed appropriate. The incumbent will act as lead technical analyst in the planning, design and implementation of an enterprise class, converged VoIP communications systems and services.

25% Provides expert level technical consulting and assistance to technical support as well as management staff. Consults with OTS senior management to develop strategic and tactical plans for VoIP hardware delivery. Assists with the establishment of IP device hardware standards. Responsible for inventory and asset contract management related to Network Communications Services (NCS) VoIP assets, including but not limited to: the management of inventory levels and orders to ensure that adequate quantities remain in-stock; confirming that equipment orders are documented in the OTS billing and asset management software systems as they become available; and assisting management with the development of cost allocation and recovery methodologies, as well as inventory and billing system management controls.

20% Serves as NCS Provisioning Manager backup for oversite of orders, troubles, and billing.

20% Serves as the Subject Matter Expert (SME) across multiple core functional areas and interacts with technical staff from other NCS and OTS teams, third party contactors, and vendors to perform troubleshooting for resolution of issues and problems as needed. Designs, develops, implements, and documents new initiatives and lines of services related to VoIP Communications as assigned by OTS management.

10% Consults and advises OTS Executives, DOA Management, and other state organizations regarding highly complex VoIP technological advancements and network infrastructure integration.

10% Participates in technical discussions related to procurement and contracts related to the selection of Session Initiated Protocol (SIP) and IP Communications hardware and software; management hardware and software; and services for operational support of IP Communications systems. This includes assisting in the development of Invitation to Bid (ITB’s) and Request for Proposal (RFP’s). Acts as technical contract manager once contracts are in place by verifying technical obligation of contracts are met.

10% Provides top-tier technical support within Network Communication Services for VoIP communications. Analyzes and troubleshoots complex hardware and software related communications problems.

5% Performs all other tasks, special projects, analysis, studies, and plans as directed.
