Minimum Qualifications

MINIMUM QUALIFICATIONS:
Three years of law enforcement experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will substitute for one year of the required experience. The maximum substitution allowed is 60 semester hours which substitutes for two years of experience.

NECESSARY SPECIAL REQUIREMENTS:
Applicants must be at least 18 years of age.

Possession of a current Louisiana driver's license.

Possession of an active Peace Officer Standards and Training (POST) certification may be required.

An applicant who has been convicted of a felony or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws is granted.

FUNCTION OF WORK:
To oversee a full range of police services on an assigned shift with primary emphasis on the enforcement of laws, investigation of crimes and accidents, and providing emergency services and crime prevention programs.

LEVEL OF WORK:
Supervisor.

SUPERVISION RECEIVED:
General from a higher-level police official. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
Direct over Police Officers 1, 2 and 3.

LOCATION OF WORK:
Statewide.

JOB DISTINCTIONS:
Differs from Police Officer 3 by the presence of direct supervisory responsibilities.

Differs from Police Lieutenant by the absence of second-line supervisory responsibilities or by serving as shift supervisor in a large university police department.

ESSENTIAL DUTIES AND RESPONSIBILITIES

25% SUPERVISORY DUTIES

Direct supervision of Police Officers I, II, III. Assumes command at the direction of the platoon watch commander or in his/her absence. Patrol in police vehicle to observe officers on post for efficiency of work product, visibility, and provide direction and guidance in their duties. Report and document infractions of policy, rules, and regulations to immediate supervisor. Take appropriate corrective actions when warranted.

20% BOAT CERTIFIED / FIREFIGHTING & RESCUE DUTIES

Attends in-house training programs to become boat certified along with ongoing training once certified. While on Port vessels, the officer will assist with mooring line, body recovery, first aid, and security sweeps of critical infrastructure. Will also board the Fireboat to conduct law enforcement duties along with assisting Fireboat crew as needed including firefighting duties will complete firefighting training course to be familiar with firefighting techniques, lifesaving equipment, types of fire extinguishers, and operating rescue boats.

15% PATROLS AND FOSTERING PARTNERSHIPS

Patrols the jurisdiction of the Port of New Orleans along the Mississippi River and all adjoining to enforce Local, State, and Federal Dock Board ordinances. Assists U.S. Coast Guard and all other maritime related agencies in the enforcement of aforementioned ordinances. Conducts and/or assists in rescue and recovery efforts along the waterways of the Port of New Orleans.

10% ALTERNATE DUTIES

As needed, performs duties of subordinates under his/her command including but not limited to documenting arrival and departure of marine traffic, answering calls for service, writing police incident reports, and other patrol duties as deemed necessary.

In the absence of dispatcher, performs duties of a police dispatcher, including but not limited to dispatching police units to calls for service, operating computer-aided dispatch system, operate and verify warrants through NCIC or MOTION computer systems, and operate port-wide camera system for electronic surveillance and monitoring of roadways.

10% ADMINISTRATION

Review and approve subordinates incident reports, citations, affidavits, summons, and other official reports for content, proper grammar, and spelling; returns reports for clarification and/or correction.

Evaluate subordinates overall work product and reports the same to watch commander in compliance with performance review policy.

Checks, completes and compiles daily watch reports/rosters, line-up of beat assignments, and officer daily activity sheets. Summarizes as required on monthly activity statistical report.

Managers platoon staffing, accounting for leave requests, training and special assignments.

5% PERSONNEL INVESTIGATIONS

As assigned by Watch Commander, conducts personnel investigations, Internal Affairs investigations, or other allegations of misconduct. Submit investigative reports via chain of command, issue counseling memo or written reprimand when necessary.

5% MAJOR INCIDENT MANAGEMENT

Responds to major criminal incidents, serious traffic accidents, significant damagers to Port property, or major disturbances within Port of New Orleans jurisdiction, directs activities of subordinates, and takes necessary action upon arrival as supervisor; prepares reports to document same and ensures notification of appropriate Port of New Orleans personnel.

5% INSPECTION OF PERSONNEL AND SAFETY EQUIPMENT

At the direction of, or in the absence of Watch Commander, conduct roll call, inspection of personnel, uniforms, vehicles, firearms, and other law enforcement equipment. Read special orders, departmental notices, Port announcements, and review of selected general orders. Assigns officers beat assignments, investigative assignments, and assignments relative to monitoring and overseeing video surveillance systems.
