MINIMUM QUALIFICATIONS:Six years of experience in information technology, project management or business analysis; OR
Six years of full-time work experience in any field plus four years of experience in information technology, project management or business analysis; OR
An associate’s degree in information technology plus four years of experience in information technology, project management or business analysis; OR
A bachelor’s degree plus four years of experience in information technology, project management or business analysis; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus three years of experience in information technology, project management or business analysis; OR
A master’s degree plus three years of experience in information technology, project management or business analysis.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

JOB DISTINCTIONS:
Differs from Business Technology Analyst 3 by the presence of serving as a technical lead for business technology activities that are outside of the scope of the Office of Technology Services.
Differs from Business Technology Specialist 2 by the absence of serving as a technical lead for complex business technology activities that are outside of the scope of the Office of Technology Services.

Business technology activities are those that focus on translating the business needs of the agency that support its mission and objectives into technical solutions. At this level, incumbents serve as technical leads by leading a project team, training lower-level personnel, and by serving as the lead for one or more business technology program areas of significant scope and complexity.
Reviews requests for business technology system changes; evaluates project scope, necessary resources, and associated timeframes. Leads analysis activities for the project team.
Assists in making recommendations to prioritize projects related to technology initiatives, business processes, and/or systems. Provides guidance to lower-level personnel on a project basis.
Participates in meetings with various stakeholders; applies understanding of how complex business process changes affect applications development, information security, and other technical activities.
Develops project plans for large-scale technology initiatives, business processes and/or systems.
Consults with various agency personnel in an effort to design and modify system processes to facilitate information gathering to help support data-driven decisions for the agency.
Advises on proper testing and documentation protocols. Corrects deficiencies as necessary.
Provides subject matter expertise in developing course content relative to the assigned technology. Serves as liaison between programmatic staff and technical staff to facilitate completion of large-scale projects.
Prepares complex technical reports for assigned projects. May review and edit reports prepared by lower-level analysts.
Ensures compliance with applicable laws, policies and procedures relative to technology initiatives, business processes and/or systems.
Assists in the evaluation of new and emerging technologies; this may include assessing software products, tools, and training courses, as well as developing specifications for RFPs.
Coordinates with information technology vendors and contractors as appropriate relative to the assigned technology.
