The BFA unit processes employee, vendor, and travel payments. They also manage the voluntary deduction vendors, complete bank reconciliations and financial statements, and manage all actions related to Affordable Care Act reporting and the State Combined Charitable Campaign. The GA Unit is responsible for all actions related to garnishment processing for employees paid through LaGov HCM. This includes processing for child support, medical support, federal and state tax levies, administrative wage assignments, alimony, student loans, and bankruptcy orders. The WTA unit is responsible for reporting and payment of federal and state taxes, retirement contributions, and tax shelters; reconciliation, preparation, and reporting of Forms 941, W-2, and state tax forms; and unemployment reporting.
This position has a Special Entrance Rate (SER) as follows:
If filled as a State Uniform Payroll Analyst 1, the SER is $1,768.80 biweekly
If filled as a State Uniform Payroll Analyst 2, the SER is $1,954.40 biweekly
This position also has retention pay of $1.00 per hour for each hour worked.
This vacancy participates in a career progression group and may be filled from this recruitment as a State Uniform Payroll Analyst 1 (AS-614) or State Uniform Payroll Analyst 2 (AS-616) depending on the level of experience of the selected applicant. The maximum salary for the State Uniform Payroll Analyst 2 is $90,210. MINIMUM QUALIFICATIONS:

Job Distinctions:
Differs from State Uniform Payroll Analyst 2 by the absence of experienced level responsibilities.Serves as an analyst in performing tasks/functions in a statewide compensation management program within the Office of State Uniform Payroll (OSUP).
Assists in analyzing all garnishment notices and judgments for entry into the Human Resource (HR) Integrated Statewide Information System (ISIS) and establishes priority for multiple garnishments. Initiates payments after receipt of judgments and stops garnishment upon notice of release from appropriate authority. Assures the withholding and deposit of garnishment fees with State Treasure's Office for reimbursement to Division of Administration (DOA).
Assists in the preparation and reconciliation of Employer's Quarterly Federal Tax Return, Employer's Reconciliation Louisiana Tax Withheld, and Wage and Tax Statement and remittance of all taxes and wages under ISIS HR to the Internal Revenue Service, La. Department of Revenue and Social Security Administration. Prepares adjustments to tax remittance as required.
Assists in preparing adjustment transactions, reconciliation's, reports and fund transfers affecting all payroll deductions within one consolidated payroll clearing fund.
Confers with federal government, State of Louisiana, and multiple state agencies regarding changes in laws and procedures that impact all aspects of wage and tax withholdings, benefits and garnishments. Researches changes in laws to assure correct calculations and disposable income for taxes, benefits and garnishments.
Presents material to train statewide agencies on office policies and procedures, flexible benefits plan, benefits, federal/state reporting requirements and laws, garnishments and best business practices.
Assists in vendor check payments. Inputs payment parameters, block or cancel payments, schedule payment runs for each wage type (deduction), audit and approve remittance reports before initiating payment. Reviews and balances financial postings before checks and electronic fund transfers (EFT) creation.
Assists in preparing documents to submit tax remittance and reporting on multiple states for employees paid in Louisiana but living in another state. Researches multiple state laws to assure proper set up of taxes.
Prepares calendars for Electronic Fund Transfer (EFT), Electronic Fund Tax Payment System (EFTPS) to determine federal holidays, settlement dates and period ending dates for the transmission of employee pay and all taxes
Stores, classifies and files retention records for office. Scans records into appropriate files in accordance with internal procedures of office. Reviews records on a periodic basis to assure that they are being maintained in good order.
Prepares bank reconciliation and proof of cash in conjunction with the Human Resource (HR) Integrated Statewide Information System (ISIS) bank interfaces. Processes, balances and records all deposits of cash. Handles the void and reissue of checks and electronic fund transfers (EFT) through the Human Resource (HR) Integrated Statewide Information System (ISIS).
Analyzes, generates and approves 1099 MISC to correctly report deceased wages. Manually produces 1099 INT for reporting interest payments. Coordinates functions between Human Resource (HR) Integrated Statewide Information System (ISIS) and AFS to produce and distribute 1099's.
Provides assistance and guidance to user agencies and vendors as related to taxes, wages, benefits and garnishments.
