Position Information
This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency-wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected.  If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.

No Civil Service test score or assessment is required to be considered for this vacancy.

MINIMUM QUALIFICATIONS:
Six years of experience in workforce development, administrative services, or social services; OR

Six years of full-time experience in any field plus three years of experience in workforce development, administrative services, or social services; OR

A bachelor's degree plus three years of experience in workforce development, administrative services, or social services; OR

A master's degree plus two years of experience in workforce development, administrative services, or social services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

FUNCTION OF WORK:

To serve as a technical specialist in multiple Workforce Development program support areas or for a statewide workforce development program.


LEVEL OF WORK:

Expert.


SUPERVISION RECEIVED:

Broad from higher-level Workforce Development personnel.


SUPERVISION EXERCISED:

Provides functional supervision over lower-level Workforce Development personnel as needed for the assigned program.


LOCATION OF WORK:

May be used by state agencies with workforce development functions.


JOB DISTINCTIONS:

Differs from Workforce Development Specialist 4 by the presence of responsibility for serving as a technical specialist in multiple program support areas or for a statewide program.


Differs from Workforce Development Supervisor by the absence of direct supervisory responsibility.




 •Serve as an expert for the Registered Apprenticeship (RA) programs.

•Assist with the management of the Registered Apprenticeship (RA) programs including training, budget, and compliance. 

•Conduct outreach efforts to increase employer engagement and program participation across industries, including skilled trades, technology, healthcare, and advanced manufacturing. 

•Work closely with industry partners, labor organizations, and educational institutions to promote Registered Apprenticeships as a key workforce development strategy.

•Collaborate with employers and education providers to develop work-based learning pathways that align with regional labor market needs. 

•Support the integration of internship and work-based learning models into workforce training initiatives. 

•Provide technical assistance and guidance to local workforce development boards, community colleges, and industry stakeholders on best practices for work-based learning programs. 

•Seek opportunities for and implement advising, retention and apprenticeship placement programs to meet the needs of students.

•Conduct group and one-on-one presentations to schools, Registered Apprenticeship Programs, and employers to recruit and engage them in developing resources for students that increase their success in education, training, and transition to apprenticeship.

•Evaluates programs, identifies promising practices, and develops/recommends comprehensive solutions.
