Minimum Qualifications

MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:

Six years of full-time work experience in any field plus five years of experience in juvenile probation and parole, social services, counseling, or in a residential, correctional, behavioral health, or group home setting; OR

A bachelor’s degree plus five years of experience in juvenile probation and parole, social services, counseling, or in a residential, correctional, behavioral health, or group home setting; OR

A master's degree in criminal justice or a social sciences field, counseling, education, public administration, or business administration, plus four years of experience in juvenile probation and parole, social services, counseling, or in a residential, correctional, behavioral health, or group home setting; OR

A doctorate degree in a criminal justice field, counseling, social science field, education, public administration, or business administration plus three years of experience in juvenile probation and parole, social services, counseling, or in a residential, correctional, behavioral health, or group home setting.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTES:
An applicant who has been convicted of a misdemeanor crime of domestic violence or a felony or who is under indictment on a felony charge may be disqualified until relief from the disabilities imposed by State and Federal laws are granted.

In accordance with the Prison Rape Elimination Act (PREA) (Part 115:17) of Title 28 of the Code of Federal Regulations an applicant who has been found to have engaged in any form of sexual abuse; engaged in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable or refused will be disqualified.

Job Concepts

FUNCTION OF WORK:

To serve as chief administrator of all juvenile secure care facilities.

LEVEL OF WORK:

Administrator.

SUPERVISION RECEIVED:

Direct from the Deputy Secretary or Assistant Secretary of the Office of Juvenile Justice.

SUPERVISION EXERCISED:

Direct line over Youth Facility Directors; may also supervise other Juvenile Justice personnel or lower-level personnel.

LOCATION OF WORK:

Department of Public Safety and Corrections, Office of Juvenile Justice.

JOB DISTINCTIONS:

Differs from Youth Facility Director by the presence of total administrative responsibility for all Secure Care Facilities Statewide.

Administers policies and procedures for the operation and development of secure care facilities and programs.

Gives direction to staff in preparing revisions of manuals and planning materials.

Takes steps necessary to ensure high level staff competence.

Recommends appointment, promotion, discipline, or dismissal of staff members in accordance with agency personnel practices.

Coordinates the DYS' services with those of other public and private agencies.

Represents the Assistant Secretary before legislative committees, hearings, and meetings on matters relating to juvenile justice issues.

Critiques and evaluates unit services through interviews, observations, and document reviews and develops corrective plans as necessary.

Directs the operations of secure care facilities through an interactive role involving contact of line managers, office managers, client population, and the private sector. Represents the DYS' interests in meetings with the Louisiana Juvenile Judges Association Liaison Committee.

Confers with Facility Directors and staff on an ongoing basis to discuss issues, policies, problems, etc.

Implements proven and innovative programming into the operations of the division to improve efficiency and effectiveness.
