Main Purpose of Job

The Assistant Secretary for Program Administration (ASPA) is a key thought partner and advisor to the Deputy Secretary for Programs. The incumbent will provide direction and oversight on the development and implementation of key initiatives that impact the Department’s three (3) major program administrations (Child Support, Family Investment, and Social Services Administrations) and the Local Departments of Social Services (LDSS). The incumbent will direct research to ensure that implementations are completed with full compliance to any statutory or regulatory requirements, as well as integrating LDSS input and practice considerations to build best practices across the Department. The ASPA is adept at building relationships, building a spirit of collaboration that brings all voices to the table to reach consensus solutions. The ASPA may be asked to sit in on meetings of various commissions, councils, and/or meetings of community partners as the representative of the Deputy Secretary for Programs.�

POSITION DUTIES

Serve as a senior advisor and support overall management, formulation, and execution of policies and programs related to [area of expertise or authority], including programmatic advice, guidance, and direction to senior leadership including the DHS Secretary and Office of the Governor. Work in partnership with key stakeholders to research data and other resources to develop policy and best practices for initiatives involving [area of expertise or authority]. Oversee the administration of assigned programs within the framework of agency policy, mission objectives, and time and funding limitations. Direct analyses and reviews to ensure conformance of program execution within established policies. Develop guidance issued to field organizations and other recipients. Write position papers, letters, and resolutions on various issues and prepare comments and testimony for submission to governmental entities regarding Child Support Administration (CSA), Family Investment Administration (FIA), and Social Services Administration (SSA).

MINIMUM QUALIFICATIONS

Education:�Master’s degree in Social Work or related fields, such as Business Administration, Public Administration, Human Services Administration, Health, Education, Psychology, Sociology, and other Human Service related degrees� Experience:�Five years of professional employment in a human service program including staff supervision, program evaluation, government regulations, policy development processes, and program implementation strategies.

The ideal candidate will possess: Will be a demonstrated leader with strong organizational and communication (verbal and written) skills for interacting and working with colleagues across the state and at the leadership level, agency management, sister departments, stakeholders, vendors and property owners. Ability to demonstrate a strong commitment to ensuring positive customer experiences. Ability to implement change, motivate staff and maintain relationships.

Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date). Annual Leave - ten (10) days of accumulated annual leave per year. Sick Leave - fifteen (15) days of accumulated sick leave per year.�� Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child. Holidays - State employees also celebrate at least thirteen (13) holidays per year.�� Pension - State employees earn credit towards a retirement pension. Positions may be eligible for telework.
