POSITION DUTIES

This position serves as a functional analyst of the Financial Applications System (FAS) team for the statewide Financial Management Information System (FMIS) application. FMIS consists of the Advanced Purchasing and Inventory Control System (ADPICS), the statewide financial information system (R*STARS) and statewide reporting applications ADHOC/FOCUS, ViewDirect and the WEB Based application – ANSWERS. Responsibilities include the resolution of level two and three incidents and requests for user support originating in ServiceNow. The analyst’s knowledge of the various FAS applications and general business and accounting practices will enable them to analyze user requests, solve system problems and process user requests into system design specifications. Provide FAS application support to end-users which cannot be solved by lower-level help desk support. This includes prioritizing, troubleshooting and communicating issues to the customer. Provide reports through the use of approved ADHOC reporting.� Support applications by researching system problems, identifying resolution, and communicating impact. Recommend program modification and enhancements and ensure users have proper procedures. Participate as required with other technical staff in the design, development and testing of system modifications.� Attend and lead meetings regarding the application. Meet with varied state financial users to ensure sound financial application management principles are applied within the application. Make presentations as required to all levels of management.� Use best practice methods of project management for information technology projects. This includes reviewing and approving project management. Monitor all phases of the project and make recommendations on schedule, budget and scope-change impacts to management. Develop project plans as required and assist in tracking results. Provide functional training as required. Provide training documentation as required.� Act as liaison between agencies, user groups and other DoIT personnel.

MINIMUM QUALIFICATIONS

Experience:�Five years of experience providing problem analysis and ongoing user support, coordinating system development and implementation,�and training users on the functionality of�applications for agency or�statewide systems housed on computers or large client server platforms. Notes: 1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Information Technology or other related field with specific coursework in the structure and use of automated information systems and three years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on computers or large client server platforms for the required experience. 2.�Candidates may substitute U.S. Armed Forces military service experience in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications. State of MD Government accounting experience, which includes a strong working knowledge of the Financial Management Information System (FMIS) and familiarity with the usage of a mainframe emulator.� Experience using ServiceNow platform and Structured Query Language (SQL) in running state accounting reports in FOCUS or in any web based financial reporting.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone. Applicants for this classification may handle sensitive data. This will require a full scope background investigation prior to appointment. A criminal conviction may be grounds for rejection of the applicant. Employees may occasionally be required to travel to field locations and must have access to an automobile in the event a state vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.
