Main Purpose of Job

This position serves as the chief fiscal officer for the Central Region of DPSCS and is responsible for the�development, preparation, submission and implementation of the Region's $154 million plus operating budget. This�position oversees and directs fiscal activities of the region, ensures adherence to all laws, regulations, policies, and�procedures related to sound accounting, internal control, and fiscal responsibility. Directly responsible for providing�accurate and timely fiscal information to the Region's management, including the Regional Executive Director,�Director of Administrative Services, Director of Detention, Director of Corrections, Director of Community�Supervision, Jail Administrators and Wardens to enable them to make critical decisions regarding resource�allocation and expenditures. Coordinates Region's fiscal activities with DPSCS Financial Services

POSITION DUTIES

Develop, prepare and submit Division's annual operating budget request for four programs and eight sub-programs; the request consists of various types of funding including general, federal, special and reimbursable funds. Specifically, must discuss needs, priorities and budgetary constraints with the appropriate staff. Provide technical assistance to the Director of Administrative Services and senior management staff during budget development phase to identify additional funding needs. Allocate funds based on historical data at the sub-object level following the guidelines and procedures set forth by DBM in a specific format. Respond to inquiries from budget analysist. Prepare and submit the monthly expenditure projections to the Department of Finance/Office of the Secretary DPSCS prepared on an excel spreadsheet in a specified format. Review projected expenditures with the Regional Executive Director, Director of Administrative Services, Director of Detention, Jail Administrators, Wardens and Executive Director identifying and explaining problems (i.e. actual or potential deficits). Recommend alternative courses of action to reduce or eliminate such deficits. Prepare justification statements to request additional funding above the base allowance for the Region. Certify funding for all requested procurements. Electronically via FMIS. Monitor and control the Region's expenditures. Reviews daily and monthly R-Starts reports to ensure that all transactions have been properly recorded. Prepare year end closing report in an effort to close the fiscal year for the Region. Oversees Fixed Asset/Property Accounting for the Region; responsible for implementing and enforcing internal inventory control procedures for Fixed Assets. Initiate and coordinate actions regarding the physical inventory and reconciliation of inventory results with the agency property records in conjunction with the Director, OPMS. Ensure proper and timely disposition of excess property, property transfer and the reporting of missing and stolen property. Facilitate property management audits performed by internal and external auditors; prepare draft responses to inventory audit findings and coordinate the implementation of corrective actions. Advise Executive staff regarding changes in fiscal policy and procedures; requests, instructions, and other communication from DPSCS Financial Services. Other duties as assigned by Region executive management, support, advise and consult with other Region managers, especially Administrative Services, Procurement, Dietary Services, Human Resources and Maintenance; provide fiscal management training for the Region's managers on a regular basis.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in audit Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. Notes: 1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above. 2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience. 3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Two years of experience working with the Financial Management Information System (FMIS) or similar financial management system to process accounting data. 2.�Two years of experience preparing annual budget requests and monthly budget projections and year-end closing documents.
