The Maryland Department of Veterans and Military Families (DVMF) was created by the State Legislature in 1999 as an executive agency with the mission of assisting veterans, active duty service members, their families and dependents, in securing benefits earned through military service. Under the Department of Veterans and Military Families are five major programs:� Service and Benefits Program� Charlotte Hall Veterans� Home Cemetery and Memorial Program� Communications, Outreach, & Advocacy Program’s� Maryland Veterans Trust Fund

Main Purpose of Job

This position provides full performance levels of motorized equipment operation and maintenance in support of all activities associated with the proper function of the Maryland State Veterans Cemetery Program. The employee will supervise and train lower-level workers or equipment operators in the proper use of motorized equipment assigned to the cemetery. This position also provides full performance levels of grounds keeping and building services work involving the care, beautification, operations, and maintenance of State cemetery grounds and facilities. This position performs and facilitates all the tasks associated with the interment of veterans and their dependents while providing basic maintenance services to ensure with the proper upkeep and care of the cemetery grounds along with all associated buildings and equipment in concert with accepted state guidelines and national shrine standards.

POSITION DUTIES

GRAVESITE PREPARATION/CLOSING: Carries out in the proper location, layout, excavation/opening and closing the gravesite according to NGA (National Cemetery Administration) standards. This includes establishing the proper location, digging, reinforcement/stabilization of the gravesite, use of applicable lowering devices/equipment at grave site and proper placement and lowering the casket into the grave receptacle. Performs closing and raking/grooming the plot after the interment of the casket. Uses the Pickup Truck Dump to remove and properly dispose of excess dirt/spoil. In a timely fashion, repairs and restores any disturbances to the landscape,gravesites or headstones that have occurred as a result of interment activities.� Examples of this type of work include: - Primary responsibility for the excavation of gravesites using Tractor/Loader/Backhoe/Excavator or other appropriate equipment. - Responsible for the measuring and locating of gravesites with metal tapes ortransit. - Responsible for the excavation of gravesites with dump truck or articulating minidumper. GROUNDS MAINTENANCE: Maintains all cemetery grounds according to State and NGA standards. Uses hand tools and other power equipment to edge/mow/trim around buildings,roadways, walkways, parking areas, sign posts, plot markers, and steep slopes� throughout the cemetery. Operates lawn and agricultural tractors, trucks and other equipment, such as push and zero turn mowers, to mow field and turfareas and maintain burial areas to create and maintain a visually appealinglandscape/ appearance. Shovels excess dirt into and out of trucks and utilitycarts to maintain and level ground surfaces and headstones. Plants, weedswaters, and maintains turf areas, flowerbeds, and other landscape systems. Transports, places, waters, and maintains sod. Properly applies grass seed andfertilizers as necessary to promote proper care and maintenance of turf areas. Removes dead and unsightly flowers as well as other items prohibited by regulation. Removes debris, dirt, rubbish, leaves and other refuse from grounds and wooded areas, and disposes of properly. Maintains roads and parking lots. Monitors fence line for damage and makes repairs as needed. Removes snow from roads, walkways and vehicle entrances using shovels, plows and other equipment as provided. Other maintenance duties related to site conditions and weather conditions. Prunes and trims trees and shrubbery utilizing proper handand power tools while using acceptable pruning guidelines and standards. Plants, weeds, and mulches flower beds to maintain a visually appealing landscape.� OTHER DUTIES AS ASSIGNED: These may include responsibility for opening/staffing/closing of the cemeteryoffice and grounds and answering phones when office staff is unavailable. The employee's function here is simply to ensure the security of the site, provide apoint of public contact, and to relay appropriate information via notes to the cemetery superintendent or his designee upon their return to the site. The employee is also responsible for providing information to the public in terms of assisting with the location of graves sites, informing the public regarding proper placement of floral arrangements, and other general information. The employee will refer complaints, concerns, and more complex issues to the cemetery superintendent or other office staff. Maintains, inventories, and facilitates inproper stockpiling of materials and supplies associated with all aspects of the job duties listed above. This may include loading and unloading trucks, movement of materials and furniture for special events or improved efficiency of operations. Maintains safe work environment and adheres to safe work practices, reads labels and uses materials and supplies properly, follows instructions and communicates properly to maintain productivity and adequate quality of work.

MINIMUM QUALIFICATIONS

Education:�� Completion of the Sixth grade. Experience: One year of experience operating motorized equipment, such as tractors, snow removal equipment, power lawn mowers , back-hoes or other landscaping equipment, used in grounds maintenance work. Note:�Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in motor�vehicle and equipment operator classifications and�construction equipment specialty codes on a year-to-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience in cemetery maintenance. 2. Experience in grounds and building maintenance.� 3. Experience effectively operating multiple pieces of equipment; including but not limited to tractors, front-end loaders, backhoes and vault haulers.� 4. Experience performing routine maintenance on operating vehicles.� 5. Ability to perform heavy physical labor.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs. 2. Employees in this classification may be required to apply and store pesticides. Such employees shall use or apply pesticides in compliance with Maryland State pesticide regulations and licensing requirements.
