Introduction
MDEM is looking for a diligent, detail-oriented individual who is excited about making Maryland a safer place to live and work by supporting MDEM's finance and grants unit.�� NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12 hour shifts extended periods of time in support of 24 hour consequence management activities. MDEM’s mission is to proactively reduce disaster risks and reliably manage consequences through collaborative work with Maryland’s communities and partners. MDEM is the department of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. Main Purpose of Job
This position resides within the Mission Support Directorate, Program Management Office, Grants Administration Branch and reports to the Grants Administration Branch Manager (GABM). The Grant Supervisor (Non-Profit Security Grant Program [NSGP] & National Capital Region Urban Area Security Initiative [NCR UASI]) is directly responsible for the supervision of two grant administrators, an NCR UASI grant administrator and a NSGP grant administrator, and the successful administration of these two programs across Maryland. This position requires an advanced-level competency in federal grant administration, specifically as this applies to the UASI and NSGP grant requirements. The Grant Supervisor (NSGP & NCR) must be able to apply federal and state statutes, regulations, and guidance to the administration of NSGP and NCR including, but not limited to: 2 CFR200, Notice of Funding Opportunities, Grants Preparedness Manual, DC HSEMA Subrecipient Handbook, and FEMA IBs. The Grant Supervisor (NSGP & NCR) must be able to guide and advise grant administrators through complex tasks as well as create work plans for staff to ensure all work is delivered in an accurate and timely manner. This position is expected to interact, on a routine basis, with FEMA Region III, FEMA HQ officials, and the DC SAA, as appropriate, regarding grant administration matters. This position serves as the primary advisor for the GABM on all NCR and NSGP-related matters. Additionally, the Grant Supervisor (NSGP & NCR) must also achieve and maintain an expert-level understanding of, and ability to utilize, the MDEM Grants Management System (GMS) and the NCR GMS. Finally, this position must also achieve and maintain an intermediate-level of understanding of MDEM’s financial system of record (i.e., Financial Management and Information System [FMIS]). MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in finance from an accredited college or university.� Experience: Four years of experience in grant administration.� Notes: 1. Candidates may substitute a Bachelor’s degree or Master's Degree from an accredited college or university with thirty credit hours in Grants and related courses.�

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
