Main Purpose of Job

The Contract Tracking System (CTS) is an intranet-based management tool that can be utilized by MDH senior management and staff of the Office of Contract Management and Procurement (OCMP) to track and monitor all MDH-related solicitations and interagency agreements and MOUs. Solicitations and interagency agreements are tracked throughout their full lifecycle, from inception and approval, through modifications, exercising of options through expiration. The CTS system serves as the repository for OCMP records. The main purpose of this Contract Management Officer/IA/MOU Coordinator position will be to serve as the CTS subject matter expert. This position will formulate CTS-related recommendations for management to take specific courses of action. This position will also prepare periodic updates to the Contract Tracking System Manual. This position will manage and coordinate the administration’s database of contracts and interagency agreements, both active and historical. Through analysis of IN Progress and Bi-Weekly Procurement Review reporting tools designed to identify potential problems or delays, the IA/MOU Coordinator will generate periodic reports, including monthly tickler reports. The IA/MOU Coordinator will also serve as a liaison between MDH programs and DBM. This position will evaluate and analyze new interagency agreements, renewals, or modifications to existing agreements between MDH and public institutions of higher education. Agreements with Maryland Universities involving expenditures over $500,000, over the life of the contract, are subject to the DBM pre-approval process. Agreements are evaluated by the selected candidate to ensure statements of work and required deliverables are clearly articulated and well defined, invoicing requirements are explicit and well documented, appropriate language is included and State laws and policies are followed. Agreements processed by the selected candidate are then forwarded to DBM for review/approval before being awarded. In addition, The IA/MOU Coordinator will serve as the liaison and will notify the Office of Enterprise Technology (OET) CTS liaison designated staff to report CTS functionality-related anomalies. This position will devise new processes to allow the FY24 BHA CSAs to have more effective timelines and expanded training for both BHA staff and their CSA vendors. The selected candidate will also plan and execute CTS training activities and provide ongoing training guidance to all new OCMP staff and contract officers on the use of the CTS system’s capability. This position requires strong attention to detail and analytical skills. PLEASE NOTE: This position is hybrid telework eligible.

MINIMUM QUALIFICATIONS

Education:� �Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Six years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess: Experience with and/or knowledge of the Code of Maryland Regulations Health and Finance Articles. Experience in contract risk mitigation, contract performance evaluation, obligation and contract life-cycle management. Experience effectively communicating verbally and in writing. Experience establishing and maintaining healthy relationships across all levels of an organization.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
