Main Purpose of Job
The main purpose of this position is to serve as an investigator for the Board of Social Work Examiners (BSWE). A Health Occupations Investigator II is the full performance level of work conducting investigations of Social Workers licensed and regulated BSWE. This position does not supervise other positions. The Health Occupations Investigator II receives general supervision from a Health Occupations Investigator Supervisor or an administrative official. This position conducts investigations into allegations of misconduct or incompetence made against individuals licensed by the Maryland Department of Health's Boards and Commissions in order to provide Board members and the Attorney General’s Office with the information necessary to determine what action should be taken. Examples of the type of work involved include the following: Gathers information from complainants, witnesses and respondents Conducts surveillance of individuals Conducts on-site inspections Obtains signed statements when warranted Prepares subpoenas for obtaining physical or documentary evidence Secures evidence such as medical records, x-rays, photographs etc. Consults with Board members, Assistant Attorney General and staff physicians for assistance with technical matters Maintains records of all investigations Prepares clear and concise reports of completed investigations so that the Attorney General’s Office can prosecute the case if warranted Provides case preparation assistance to the Attorney General’s Office Testifies before various Boards at formal and informal hearings in order to present factual information obtained as a result of investigations conducted Performs other related duties This position documents investigative findings by completing a concise, thorough, complete and well-written report. This position prepares/serves subpoenas and disciplinary sanctions. This position also investigates persons applying for reinstatement of licensure after disciplinary sanctions have been lifted. This position coordinates investigations with Board Counsel, Prosecutors, Board Members and other key stakeholders as needed. The responsibilities include compliance, background checks, the review and triage of complaints, and the organization of completed investigations. This position determines best strategies necessary to acquire inculpatory and exculpatory evidence to prove or alternatively disprove allegations in a complaint. The incumbent should have some experience conducting lawful investigations and should be skillful in communicating clearly and concisely The selected applicant will coordinate assigned investigations with the Director of Compliance and/or the Deputy Director of Compliance.� This position is eligible for hybrid telework (20% = 1 day weekly) which is subject to approval from the supervisor.
MINIMUM QUALIFICATIONS
Experience:�Six years of experience conducting criminal investigations, including the preparation of analyses and reports for use in legal proceedings. Notes: 1. Candidates may substitute the possession of a Bachelor's degree in the field of criminal justice, criminology, law enforcement or an allied health field (such as nursing, pharmacy, psychology, social work, nutrition, dietetics, speech pathology, audiology) from an accredited college or university and two years of experience conducting criminal investigations, including the preparation of analyses and reports for use in legal proceedings for the required experience. 2.�Candidates may substitute U.S. Armed Forces military service�experience as a commissioned officer in�Investigator, Police�and�Intelligence�Specialist�classifications or Investigator, Police and�Intelligence�specialty codes in the criminal�investigation field of work on a year-for-year basis for the�required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this�classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.
