The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Main Purpose of Job
The main purpose of this position is to Supervise the Instant Ticket Warehouse distribution and Distribution systems for the MLGCA. This includes acting as the liaison to several State contracted vendors and all Lottery departments concerning the Instant Ticket Operations. Responsible for the management of services and processes that support the core business of MLGCA and ensure that the agency has the most suitable working environment for its employees and their activities.
POSITION DUTIES
1. Supervision & Personnel Management • Directly supervise warehouse personnel, ensuring proper workload distribution, compliance with operational procedures, and adherence to safety standards. • Assign, evaluate, and assess personnel performance to optimize workforce efficiency. • Conduct employee performance evaluations, maintain personnel records, and oversee training and development. • Organize and lead regular staff meetings to communicate expectations, procedural updates, and performance goals. 2. Warehouse Operations & Inventory Control • Oversee the receipt, storage, and distribution of instant tickets to lottery retailers statewide. • Ensure accurate inventory tracking and reconciliation, including daily, weekly, and monthly reports. • Supervise the destruction process of unsold or damaged tickets, ensuring compliance with established protocols. • Maintain warehouse equipment, including battery-powered forklifts, and ensure proper operator training and certification. 3. Instant Ticket Distribution & Vendor Coordination • Serve as one of the primary contacts for UPS, Falcon Express, Tel-Sell, and other shipping vendors regarding deliveries, shipping discrepancies, and logistics. • Investigate and resolve missing package claims, shipping errors, and retailer concerns regarding ticket distribution. • Coordinate the launch and closure of instant ticket games, ensuring proper stock levels and timely distribution. • Work closely with Product Development and Security teams to ensure ticket integrity, compliance, and secure handling. 4. Facilities Oversight & Safety Compliance • Ensure a safe, secure, and organized warehouse environment, adhering to state and agency safety regulations. • Monitor environmental controls, security systems, and facility maintenance to prevent risks. • Enforce safety procedures among staff and vendors working within the warehouse. • Manage the procurement and inventory of warehouse supplies, ensuring critical shipping materials are consistently available. 5. System & Process Optimization • Monitor and troubleshoot SciTrak inventory management system, ensuring all operations run smoothly. • Perform regular audits of SciTrak to verify data accuracy and resolve system errors in coordination with IT and network administrators. • Improve operational efficiency by analyzing workflow processes, making recommendations, and implementing best practices. • Conduct quality control checks to ensure all ticket orders are properly processed, labeled, and shipped.� Performs other related duties.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Five years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
� Knowledge of the purpose and function of a large supply warehouse.� � Working knowledge of methods and procedures used in the receipt, storage and distribution of supplies and materials.� � Ability to establish and maintain effective working relationships with vendors, associates and subordinates.� � Experience supervising, training, developing and evaluating staff.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
