Annually, DHCD finances approximately 2,700 units of multifamily rental housing in 40 properties, amounting to $350 million in construction and permanent financing. Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low-income housing tax credits, federal HOME funds and other federal funds. Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.

The Division of Community Development Administration Multi-Family has an opening for a Construction Finance Loan Analyst.

LOCATION OF POSITION

7800 Harkins Road Lanham, MD 20706.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The Construction Finance Administrator is assigned to the Multifamily Rental Lending Construction Finance unit and is responsible for assisting with each stage of the project including the initial closing, construction payment and final closing process. This also includes ensuring that all requests for the release of loan funds are analyzed and processed with departmental laws, regulations, guidelines, handbooks, and policies, including timelines, and assisting in the preparation of daily, monthly and annual reports on the status of financing programs. The individual in this role should have a solid accounting background, proficiency in spreadsheet programs (Excel), strong organizational skills, and the ability to effectively communicate with customers both verbally and in writing.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience providing annual reports, file management, and tracking requests for loan fund disbursements
  • Experience collaborating with internal and external partners on requests for loan disbursements
  • Experience with data analysis of loan disbursements

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
